86th Constitution Amendment
n December 2002, the
Constitution (Eighty-
sixth Amendment) Act,
I2002, was unanimously
passed by Parliament. It
promised enabling legislation
to provide universal primary
education for all children
countrywide. The Act added a
new Article 21A to the Consti-
tution, decreeing education
a fundamental right of all
children between six-14 years
of age. However, enabling
legislation by way of the Right
of Children to Free & Com-
pulsory Education (RTE) Act
came seven years later.
