For a sustainable water system, the moribund “free for all” approach needs to be replaced by one where water is given a price that matches its cost. Introducing a tariff would generate public income to finance needed infrastructure and maintenance, and it would also encourage people to think twice before wasting this precious resource. Such tariff would need to be differentiated to ensure affordable access to the most vulnerable. How to use water wisely and who pays for it will be among the essential questions that Libyans will have to answer in the future.
