FROM THE CHIEF OF THE CORPS


          Finance Warriors,
          I hope this note finds you, your families, and your teammates well. I hope
          everyone enjoyed the holidays and spent quality time with family and friends.
          For our warriors who are deployed and were not able to spend the holidays
          with family and friends, know that your service and dedication is truly
          appreciated.  We cannot thank you enough for your sacrifice to our country.

          The Finance Corps is closing in on the approval and implementation of the
          force design update that moves our Finance Battalions to the corps level. This
          has been a long process, but will pay enormous dividends to our Army and
          Corps. As mentioned before, this transition best supports the Army of 2030 by          COL Worley
          providing commanders with the capability to mass finance support at the sustainment decisive
          points. As we await the final approval, I would like to take this opportunity to update you on a few
          major efforts currently taking place within the Finance and Comptroller School (FCS).

          We are updating doctrine to accurately reflect our capabilities and depict how we support large-
          scale combat operations. FM 1-06 will be renamed FM 4-80 to reflect our role within the
          Sustainment Warfighting Function and will outline how we conduct and train for operations.
          Following FM 4-80 publication, we will update our ATPs to ensure our leaders have the playbooks
          needed to execute during multi-domain operations.

          We continue to undergo modernization efforts throughout all courses. Finance Basic Officer
          Leader Course (BOLC) leads the Army in course rigor as the lieutenants spend their first 30 days in
          the field focusing on the Five Pillars of Holistic Fitness. The intent is to create a physically,
          mentally, and academically challenging environment that better prepares lieutenants to serve as
          platoon leaders. Additionally, we have drastically increased the amount of resource management
          training our NCOs receive by incorporating the Finance Operational Budget Course into the
          Advanced Leader’s Course, and the Planning, Programming, Budget, Execution Course into the
          Senior Leader’s Course.

          The FCS is at the tip of the spear for the Army’s data analytics training and education efforts. We
          have incorporated the Basic Analytics Course into BOLC, and are piloting the implementation of
          the Intermediate Data Analytics Course into the Captain’s Career Course. Our NCOs and AIT
          Soldiers are receiving hands on GFEBS training, and introductory basic data analytics training
          which will soon transition into a full 40 hour block of instruction. We continue to partner with the
          University of South Carolina, and have developed online options for data analytics courses that
          ensure widespread availability.

          We are undergoing efforts to update our mission essential, collective, and individual tasks. We
          have reviewed each task to ensure they are still relevant, up to date, and accurately reflect current
          operations. We have completed the Critical Task Site Selection Board (CTSSB) for enlisted tasks,
          and will complete the officer CTSSB first quarter FY23, to identify which tasks are critical, and
          where those critical tasks will be trained (in the institution (FCS), at the unit (home-station), or
          through self-study). Additionally, we will change the standardized unit mission essential task list
          for finance units to better reflect our current capabilities and the support we bring to the
          commander.

          Finally, we are working to establish an observer/controller at the Mission Command Training
          Program to implement, observe, coach, and facilitate collective training opportunities and
