FROM THE FCA PRESIDENT
Greetings Financial Managers, it seems like - just yesterday, the staff and I
reviewed the 2022 Finance Corps Association (FCA) plan, and now we are
focusing on our strategic plan for 2023. Where did the time go?
My message will focus on FCA membership and the Regimental Ball. This
past year, new membership recruitment in the association was far less than
in past years. Therefore in 2023, the FCA will focus our energy our
line-of-effort to “increase membership and improved membership
experience,” but we will need leaders at all levels to join us in this effort. As
you know, membership is the primary funding source for activities, awards,
and events sponsored by the FCA. The staff and I will emphasize activation CSM (R) Morrissette
of FCA Regional Chapters
of Regional Chapters at duty stations worldwide. Regional Chapters are a great way to increase
membership, grow the association’s network, and improve membership experience. Additionally,
FCA Regional Chapters enhance, promote, and support the vision and objectives of the FCA while
providing a venue to mentor and grow the next generation of Finance Corps leaders. If you want to
activate a chapter, submit a request for chapter activation – our FCA team is standing by to support
you and your new team every step of the way.
The request must include, at a minimum, a Chapter President, Vice President, Secretary, and
Treasurer. Proposed Chapter Officers must be members of the FCA. The request must include a
petition with at least 25 members in good standing who favor, by signature, chapter organization.
A two-thirds majority vote of the FCA Executive Council officially activates the proposed chapter.
Upon approval, the chapter will receive a one-time grant of $200 from the FCA for initial start-up
costs.
Chapters will receive financial support from the FCA headquarters. Each Regional Chapter receives
$2 for each new annual member, $10 for each new Gold or Lifetime member brought into the FCA,
and $1 per year for chapter members in good standing. The FCA provides administrative support
and guidance upon request or as necessary; we are here to help.
In the Corps’ most recent history, the FCA and Regional Chapter Associations embodied the center
of gravity for esprit de corps. Many years ago, Fort Bragg had one of the largest chapters, followed
by Fort Hood, Germany, and Korea. I know this was light-years ago, but we can do it again. Read

The Regimental Ball: The Commandant and I agree that the Regimental Ball will take place May 19,
2023, at the Marriott hotel in downtown Columbia SC. The selected date prevents a conflict with
Mother’s Day weekend and it ensures a Finance and Comptroller Caption Career Course is in-house
to lead the planning and execution of the Regimental Ball.
Please mark your calendar and let us make this the biggest and best Ball. The FCA will host this
year’s event again, and we will do our best to make it unforgettable. Additionally, the FCA will
host: (1) an icebreaker & general membership meeting on May 17, 2023, and (2) a gathering with
food and entertainment at the American Legion on May 18; (3) our first FCA breakfast on May 19, at
the officer’s club; (4) May 20; we will have our legendary Finance Corps cookout behind the Fort
Jackson Officer’s club, starting at 12-noon. If you are in Columbia, SC, do not miss this week of
festivities.
