PROVIDINGFORTHECLOSINGOFEXECUTIVEDEPARTMENTS ANDAGENCIESOFTHE FEDERALGOVERNMENOTN DECEMBER 5, 2018
By the authority vested in me as Presidentby the Constitution andthe lawsof the UnitedStatesof America,it is herebyordered as follows:
Section1. Allexecutivedepartmentsandagenciesofthe FederalGovernmentshall be closedon December5, 2018, as a mark of respectfor GeorgeHerbert Walker Bush,the forty-first Presidentof the UnitedStates.
Sec.2. Theheadsofexecutivedepartmentsandagencies may determine that certain offices and installationsof their organizations,or parts thereof, must remain open and that certain employeesmust report for duty on December5, 2018, for reasonsof nationalsecurity,defense,or other publicneed.
Sec.3. December5,2018,shallbeconsideredasfalling within the scopeof ExecutiveOrder 11582of February11, 1971, and of 5 U.S.C.5546 and 6103(b) and other similar statutes insofarasthey relateto the payand leaveof employeesof the United States.
Sec.4. TheDirectoroftheOfficeofPersonnelManagementshall take suchactionsas may be necessaryto implementthis order.
Sec.5. GeneralProvisions.(a) Thisordershallbeimplemented consistentwith applicablelaw and subjectto the availabilityof appropriations.
(b) Nothinginthisordershallbeconstruedtoimpairor otherwise affect:
(i) the authority granted by law to an executivedepartment or agency,or the headthereof; or
(ii) thefunctionsoftheDirectoroftheOfficeofManagementand Budgetrelating to budgetary,administrative,or legislative proposals.
(c) Thisorderisnotintendedto,anddoesnot,createany right or benefit, substantiveor procedural,enforceableat law or in equity by any party against the United States, its departments,
