County Charter Review Board Holds Meeting On Term Limits
BY LEON B. CREWS Sentinel Staff Writer
On Tuesday, the Hillsbo- rough County Charter Review Board held a meeting to dis- cuss changing the language in the county charter as it per- tains to term limits.
Under the current language in the charter, a Commissioner can run for a countywide seat, serve out their term limit, then run for a single-member seat. That means as long as that in- dividual can convince voters to vote for them, they can stay in their seat indefinitely.
Commissioner Ken Hagan is exercising that op- tion and if he’s successful, he will have a total of 20 years on the County Commission.
Charter Review Board member Gerald White said they listened to the pros and cons of term limits under the current system, and in an 8-to- 3 vote, decided to review the charter to change the loophole that allows a person to contin- uously stay on a board or coun- cil.
“It will be next year before any action is actually taken to change the charter. There will also be public hearings before any final decision is made, be- cause public input on this issue is vital.
“By contacting the Charter
Review Board via email, you can voice your opinion now on whether you think it’s fine for a Commissioner to use the loop- hole to stay in office.”
The loophole also exists on the City Council, but no discus- sion has been initiated to change the city charter to ad- dress that issue.
White said it’s important that voters understand both sides of this issue before mak- ing a final decision.
“I’m sure the Commission- ers would like for things to stay as they are.
“We also discussed term limits as a whole, and decided the current system is fine and terms of office will not be ex- tended.”
Under the current system, a Commissioner serves a 4-year term. The charter also said no commissioner who serves more than six years and two consecutive terms in one of the four geographically defined districts can run for another term in any of those districts. The same rule applies to Com- missioners re-presenting coun- tywide districts.
Term limits do not apply to elected countywide representa- tives whose jobs are rooted in the state constitution, such as sheriff and elections supervi- sor.
