Two With Active Warrants Arrested At Apartment Complex
Officers on routine patrol ar- rested two men Tuesday in a West Tampa apartment com- plex. The officers were on rou- tine patrol when they recognized a man with an out- standing warrant.
According to the Tampa Po- lice Department, the officers were proactively patrolling the Columbus Court Apartments after receiving complaints about criminal activity. The of- ficers were in an unmarked unit when they observed Craig Kendrick, 23, on the prop- erty. The officers knew Kendrick by sight and a com- puter check revealed that there was an active pickup for his ar- rest for burglary and battery.
The officers called for backup and responding officers also observed Walter Cutler, 22, on the premises and in the same area. There were several active warrants for Cutler.
Both men were taken into
custody without incident. After Kendrick was taken into custody, police discovered a key fob in his possession. Kendrick also denied having
any knowledge about the fob. An officer activated the panic button and discovered it be- longed to a 2015 Chrysler in the parking lot of the complex. The vehicle had been reported stolen the day before to the Tampa International Airport Police Department, police said. Kendrick was charged with burglary and battery. He was transported to the Hillsbor- ough County Jail, where his
bond was set at $3,500. Cutler was charged with
armed burglary, being a felon in possession of a firearm, grand theft of a firearm, deal- ing in stolen property, and de- frauding a pawn broker. He was being held at the Hillsbor- ough County Jail on a $60,000 bond.

Special Attorney Rules Death Of Clair Mel Man Justifiable Homicide

A special appointed State Attorney has ruled the shoot- ing death of a Clair Mel man as justifiable homicide. The man was killed on August 30th, by a Hillsborough County Deputy.
Sarasota State Attorney Ed Brodsky informed Hillsbor- ough County Sheriff David Gee that no charges would be filed against Deputy Caleb Johnson. Deputy Johnson shot and killed Lavonia Rig- gins, III, during the execution of a search warrant. It was later determined that Riggins was not armed.
On Wednesday, when the Sentinel contacted the Sara- sota State Attorney’s Office in reference to the case, the re- porter was told that no one would be available until Mon- day to release a copy of the let- ter. Other calls to the attorneys assigned to investigate the case were not returned.

recused himself because of ties to the Johnson family.
The Hillsborough County Sheriff’s Office said at the time of the shooting that deputies arrived at the home that Tues- day morning to execute a search warrant. They report- edly ordered everyone out of the home and everyone came out except Riggins.
Riggins was fatally wounded by Deputy John- son, who alleged that Riggins was reaching for his waistband
when he fired the fatal shot. He died at the scene.
Deputy Johnson was placed on administrative leave pending the outcome of the in- vestigation.
Attorney Rick Terrana, who is representing the Rig- gins estate said, “We’re not surprised, this was expected, but we certainly don’t agree with it.
“Our investigation is contin- uing and is providing us with some very interesting informa- tion that tends to contradict a lot of the conclusions reached in that report.”
Known as “Daddy Man” in the community, Riggins was a native of Tampa, and at- tended the public schools of Hillsborough County. At the time of his death, he was work- ing at a neighborhood store and working on obtaining his GED.
He was the son of Mrs. LaShawn Branton Riggins and Levonia Riggins, Jr. He is also survived by 7 siblings, and his foster mother, Ms. Jessie Williams, among oth- ers.

Man Charged In Death Of School Crossing Guard
A 21-year-old St. Petersburg man was charged after he fa- tally injured a crossing guard. The accident took place Tues- day.
According to police, David Roundtree, a school crossing guard, was setting up his school zone with cones on 9th Avenue N, for dismissal of the students at Mt. Vernon Ele- mentary School.
Police said shortly before 2:30 p.m., a silver Toyota Scion traveling westbound on 9th Avenue struck a pickup truck and then struck Roundtree. After hitting the man, the driver struck a school zone sign and a small tree. He then continued on for several blocks.
Roundtree, 72, was trans- ported to Bayfront Health St. Petersburg as a trauma alert. He later died as a result of his

injuries. He had served as a crossing guard for 3 years. No other injuries were reported to police.
During the investigation, police learned from a witness that the Toyota had been driv- ing erratically for several

blocks prior to the accident. Police located the vehicle, arrested and charged the driver, Charles Hunter Walton with DUI manslaugh- ter. An 18-year-old female pas- senger was not charged in
connection with the accident.
Two Men Killed In I-75 Accident After Truck Overturns
Two people died Tuesday in an accident on Interstate 75. The accident took place in the northbound lanes of the inter- state at Fletcher Avenue.
According to the Florida Highway Patrol, Ms. Shan- non Schulstad, 33, of Tampa, was driving a 2009 SUV in the outside exit lane to Fletcher Av- enue. Bayron O. Bamaca Merida, 35, of Bradenton, was driving a 2006 Chevrolet truck in the center lane. Paul J. Schlicker, 68, of New Port Richey, was driving a 2015 Acura SUV in the inside lane.
Officials said the right rear tire on Ms. Schulstad’s vehi-
cle blew and she lost control of her vehicle. The truck rotated and collided with Merida’s ve- hicle, causing it to rotate and flip over.
Ms. Schulstad’s vehicle continued on and collided with the Acura SUV driven by Schlicker, before coming to a stop.
Ms. Schulstad or her pas- senger, Penny Berry, 47, of Plant City, did not report any injuries to police.
Ms. Linda Iungerman, 61, of Las Vegas, Nevada, was a passenger in the Schlicker ve- hicle. Both of them escaped in- jury as well, officials said.
Merida was transported to Tampa General Hospital, where he was admitted in serious con- dition. Both of his passengers died at the scene. One of the passengers was Elmar Al- berto Villacinda Ramirez, 21, of Bradenton. The identity of the second man has not been released pending notification of his next of kin. He was 36- years-old and was from Miami. The Florida Highway Patrol has contacted the Honduran Con- sulate to make the notification, police said.
The investigation is continu- ing and charges are pending.
