Update
Hill International’s Corporate HSE Manager,
William Mueller, CHST, has always been
unapologetically bullish regarding safety. In 2019
and beyond, expect an uptick.
“When it comes to organizational safety, the
first step is to understand where we are as an
organization and the steps needed to improve,”
said Mueller. “The Bradley Curve™ clearly
demonstrates how organizations fall into one of
four stages in the development of their safety
culture. Below is a brief summary of those stages.”
According to Mueller, “the reactive stage is where
many organizations start as random accidents
fall outside the control or responsibility of
workers or leadership. The dependent stage is
where an organization possesses safety rules and
regulations that are enforced by supervisors and
leadership, however the primary motivation for
workers is to avoid breaking the rules.
“The independent stage,” Mueller continues,
“represents the initial collaborative step toward
building a strong safety culture. At this stage,
employees within the organization begin to accept
personal responsibility by taking active steps
toward improving safety.
