AIR QUALITY ASSESSMENT
NON-TECHNICAL SUMMARY
. SUMMARY
Land to the rear of Eden Meadows is located on the outskirts of Newington, the centre of

which is situated approximately 0.5km northwest of the site.
Proposed The construction of 40 one-bedroom to four-bedroom low-rise residential dwellings with

An assessment of the potential impact of increased traffic emissions due to the
development at existing and proposed receptors located adjacent to the modelled road

The nearest AQMA is located along the A2 High Street in Newington. The AQMA starts
immediately to the west of the access road to the proposed development and has been
Local air quality declared for annual mean NO2 emissions from road transport. It is understood that Keycol
status Hill, to the east of the existing Newington AQMA will also be declared an AQMA.
Neighbouring Medway Council has also declared an AQMA along the A2 High Street in
Rainham.
Regional planning Based on the Air Quality and Planning Technical Guidance for Swale Borough Council
policy the proposed development is considered to be “major”.
A modelled baseline year of 2019 has been used. This corresponds with the latest air
quality monitoring undertaken by the Council. A future year has also been chosen (2024)
Method of representing a future year with the proposed development in operation and includes
Assessment changes to traffic flows due to the proposed and committed nearby development.
The impact of traffic emissions has been modelled using ADMS-Roads model. The
vehicle flows have been provided by DHA Transport.
The change in predicted NO2 concentrations at existing receptors in 2024 within or
without the proposed development is considered negligible or moderate depending on the
Nitrogen dioxide location of the modelled receptor. The cumulative impacts of predicted NO2
impacts concentrations from both the proposed and committed developments is considered
negligible, slight, moderate or substantial depending on the location of the existing
receptor.
Particulate The change in predicted PM10 concentrations at existing receptors in 2024 following
impacts completion of the proposed development is considered negligible.
Using the guidance issued by Swale Borough Council, the impact of the proposed
development alone is considered low/imperceptible as the change in impact at existing
receptors is less than 1%.
However, when taking into account the ‘cumulative impacts’ the classification is very high

Recommendations as the change in impact at existing receptors is greater than 10% at a number of
receptors.
As such, an Emissions Mitigation Assessment has been undertaken and this resulted in a
total damage cost of £17,754 that can be used to off-set the value of mitigation that could
be applied in consultation with Swale Borough Council.
