วัตัถึุปีระสำงคั์หลักของฝ่่ายสำนับิสำนุนการด้ําาเนินการและ การพิ่ัฒนาด้้านการรกั ษาคัวามปีลอด้ภัยของ ICAO (ISD-SEC) คั้อการสำนับิสำนุนปีระเที่ศสำมาช่ิกของ ICAO ในการแกไข ข้อบิกพิ่ร่องด้้านการรกัษาคัวามปีลอด้ภัยที่่สำําาคััญผู้่านโคัรงการ ตัรวจสำอบิด้้านการรกั ษาคัวามปีลอด้ภัยการบิินของ ICAO (USAP) และช่่วยเหล้อปีระเที่ศสำมาช่ิกในการด้ําาเนินการตัามมาตัรฐานและ ข้อแนะนําาพิ่ึงปีฏิิบิัตัิในภาคัผู้นวก 9 (ANNEX 9) และภาคัผู้นวก 17 (ANNEX 17) การสำนับิสำนุนของ ISD-SEC จะช่่วยให้ปีระเที่ศ สำมาช่กิ สำามารถึปีฏิิบิัตัิตัามภาระหน้าที่่ด้้านการรกั ษาคัวามปีลอด้ภัย การบิินผู้่านการสำ่งเสำรมิคัวามร่วมม้อและการปีระสำานงานระหว่าง ปีระเที่ศสำมาช่ิก อุตัสำาหกรรมการบิิน สำถึาบิันการเงินระหว่าง ปีระเที่ศ และผู้้้ม่สำ่วนได้้สำ่วนเสำ่ยตั่าง ๆ
การฝึึกอบรมิ แบ่งออกเป็น 2 Phase ได้้แก่
Phase 1 เปี็นการฝ่ึกอบิรมในร้ปีแบิบิออนไลน์ โด้ยม่เน้อหา เก่ยวกับิกระบิวนการที่่เก่ยวข้องกับิการด้ํา าเนินการจัด้การฝ่ึกอบิรม ตัามกระบิวนการที่่ ICAO กําาหนด้ ซึ่ึงผู้้้เร่ยนตั้องที่ําาการเร่ยนร้้ ด้้วยตันเองผู้่านช่่องที่างออนไลน์ของ ICAO และตั้องม่ ผู้ลการที่ด้สำอบิไมน่ อ้ ยกว่ารอ้ ยละ 80 จงึ จะสำามารถึเขา้ รบิั การฝ่กึ อบิรม ใน Phase 2 ได้้

Short-term ICAO-certified Aviation Security Instructors
Objective
Objective of Instructor Certification Course is to certify aviation security (AVSEC) specialists as short-term ICAO-certified aviation security instructors. These certified instructors will support ICAO’s AVSEC training initiatives through the Aviation Security Training Center (ASTC) network and contribute to ICAO projects related to aviation security capacity building.
Summary
The ICAO Implementation Support and Development Section - Security (ISD-SEC) aims to assist ICAO member states in overcoming critical security challenges identified under the Universal Security Audit Programme (USAP), and in complying with the provisions outlined in ICAO Annex 9 (Facilitation) and Annex 17 (Security). ISD-SEC fosters international cooperation among member states, aviation stakeholders, financial institutions, and relevant partners to improve global aviation security standards.
The training program consists of 2 phases:
Phase 1 - Online training: Participants undergo self-paced training via ICAO’s online platform, covering ICAO-defined instructional procedures. Trainees must achieve a minimum test score of 80% to proceed to the next phase.
Phase 2 - Classroom training: This phase covers practical teaching techniques based on the ICAO ASTP Instructor’s Guide. Trainees are evaluated by a Subject Matter Expertise (SME) test and a practical teaching demonstration. A minimum score of 84% is required to pass the SME test.
