The Study of Best Practice
Objective
To examine best practices in civil aviation under foreign economic governance systems that implement strong regulatory frameworks. This study focuses on economic governance policies and strategies, mechanisms for government sector development, and the effective use of technologies and equipment in countries with successful civil aviation regulatory systems. The insights gained will serve as practical models for the Civil Aviation Authority of Thailand (CAAT) to enhance economic regulation, ensure sustainability, and align with international standards.
Summary
The study explores civil aviation best practices in 3 countries which are Malaysia, Kingdom of Spain, and the United Kingdom. The objective is to exchange knowledge and understand the success factors related to licensing for civil aviation operations and air traffic management, passenger rights protection, flight routing, regulation of flight service fees, and economic governance in air navigation service providers with a recommendation that CAAT can apply the knowledge gained to improve organizational performance, enhance staff capabilities, and strengthen Thailand’s economic regulatory framework in aviation, in line with global standards.
Notably, on 9 September 2024, CAAT signed a Memorandum of Understanding (MOU) on civil aviation technical cooperation with the Spanish Aviation Safety and Security Agency (AESA). The MOU was signed by Mr. Suttipong Kongpool, Director General of CAAT, and Mrs. Montserrat Mestres Domenech, Director of AESA, marking the beginning of enhanced bilateral cooperation in aviation safety, security, environment, air traffic, and economic governance.
