ปีระเที่ศไที่ยได้้ด้ําาเนินการตัามแผู้นการเด้ินอากาศสำากล (Global Air Navigation Plan) ขององคั์การการบิินพิ่ลเร้อน ระหว่างปีระเที่ศ (ICAO) และแผู้นแม่บิที่การบิรกิ ารการเด้ินอากาศ ของภ้มิภาคัอาเซึ่่ยน (ASEAN Air Navigation Services Master Plan) โด้ยจัด้ที่ําาแผู้นแม่บิที่ห้วงอากาศและการเด้ินอากาศแห่งช่าตัิ (National Airspace and Air Navigation Master Plan) พิ่.ศ.2565-พิ่.ศ. 2583 เพิ่้อกําาหนด้กรอบิแนวที่างที่างการพิ่ัฒนา ระบิบิห้วงอากาศและการเด้ินอากาศของปีระเที่ศ นโยบิาย ห้วงอากาศแห่งช่าตัิ (National Airspace Policy) เพิ่้อเปี็นกลไก ในการขับิเคัล้อนเช่ิงนโยบิายด้้านการบิรหิ ารห้วงอากาศ การเพิ่ิม ข่ด้คัวามสำามารถึในการรองรับิระบิบิการบิินของปีระเที่ศ และ การปีรับิปีรุง/พิ่ัฒนาระบิบิห้วงอากาศและการเด้ินอากาศของ ปีระเที่ศไที่ยให้ที่ันสำมัยตัามแนวที่างพิ่ัฒนาสำากล

Thailand Air Navigation Performance Indicator Report 2023 - Under the National Airspace and Air Navigation Master Plan
Objective
The Civil Aviation Authority of Thailand (CAAT) has developed a strategic plan focused on transitioning to a performance-based system in alignment with global standards. The strategic goal is to enhance the performance of Thailand’s air navigation system to meet the expectations of the aviation community in a competitive and comprehensive manner. This initiative supports Thailand’s potential to respond to growth opportunities and operational performance goals to develop aviation industry of the country to meet expectations of stakeholders across 11 key aspects, as outlined in the Global Air Traffic Management Operational Concept (GATMOC), ICAO’s Global Air Navigation Plan (GANP), within an appropriate timeframe.
Thailand has implemented the ICAO Global Air Navigation Plan and the ASEAN Air Navigation Services Master Plan through the development of the National Airspace and Air Navigation Master Plan (2022–2040). This framework serves as the foundation for developing a National Airspace Policy and establishing mechanisms to enhance airspace service policies. These efforts aim to strengthen Thailand’s aviation capabilities, meet growing aviation demands, and modernize airspace and air navigation systems in alignment with the latest universal design standards.
Summary
To monitor and assess the implementation of the National Airspace and Air Navigation Master Plan (2022–2040), performance indicators and targets were established at both macro and micro levels. These indicators serve to evaluate the overall progress of national air navigation development in accordance with the ICAO Global Air Navigation Plan and the ASEAN Air Navigation Services Master Plan.
