วัตถุปริะส่งค์
1. เพิ่้อสำ่งเสำริมให้คัณ์ะกรรมการกําากับิสำําานักงานการบิิน พิ่ลเร้อนแห่งปีระเที่ศไที่ย มุ่งเน้นในเร้องการกําากับิด้้แลที่่ด้่ (Good Corporate Governance) ซึ่ึงเปี็นปีัจจยั สำําาคััญในการสำรา้ ง คัวามยังย้นและเสำรมิ สำร้างปีระสำิที่ธิภาพิ่ขององคั์กร และการแสำด้ง คัวามรบิั ผู้ิด้ช่อบิตั่อสำังคัม
2. เพิ่้อให้คัณ์ะกรรมการกําากับิฯ และคัณ์ะอนุกรรมการ ปีฏิิบิัตัิงานตัามหน้าที่่คัวามรบิั ผู้ิด้ช่อบิให้คัรบิถึ้วนและม่ปีระสำิที่ธผู้ิ ล 3. เพิ่้อให้คัณ์ะกรรมการกําากับิฯ และคัณ์ะอนุกรรมการ พิ่ิจารณ์าผู้ลงานและปีัญหาเพิ่้อการปีรบิั ปีรุงแกไข และสำ่งเสำรมิ ปีระสำิที่ธิภาพิ่ของคัณ์ะกรรมการกําากับิฯ และคัณ์ะอนุกรรมการ

เพิ่้อเปี็นการปีฏิิบิัตัิตัามหลักการและแนวที่างการกําากับิด้้แล กิจการที่่ด้่ และเพิ่้อให้บิรรลุผู้ลของการกําากับิด้้แลที่่ด้่ หลักการ สำําาคััญข้อหนึง คั้อ การกําาหนด้ให้ม่ระบิบิปีระเมินผู้ลคัณ์ะกรรมการ กําากับิฯ ซึ่ึงจะนําาองคั์กรไปีสำ่้ภาพิ่ลักษณ์์ที่่ด้่ เปี็นที่่ยอมรับิและ ม่คัวามน่าเช่้อถึ้อ ด้ังนัน ด้้วยคัวามสำําาคััญของระบิบิปีระเมินผู้ลน่ มตัิคัณ์ะรัฐมนตัร่ เม้อวันที่่ 9 กุมภาพิ่ันธ์ 2559 จึงกําาหนด้ให้ กระที่รวงคัมนาคัมกําากับิด้้แลให้สำําานักงานการบิินพิ่ลเร้อน แห่งปีระเที่ศไที่ย (กพิ่ที่.) ด้ําาเนินการปีระเมินผู้ลการปีฏิิบิัตัิหน้าที่่ คัณ์ะกรรมการกําากับิฯ ทีุ่ก 6 เด้้อน
โด้ยเม้อวันที่่ 4 ตัุลาคัม 2567 รัฐมนตัร่ว่าการกระที่รวง คัมนาคัม (รวคั.) ได้ให้คัวามเห็นช่อบิแบิบิปีระเมินคัณ์ะกรรมการ กําากับิฯ และคัณ์ะอนุกรรมการ และรอบิระยะเวลาปีระเมิน เปี็นการเฉีพิ่าะสำําาหรบิั ปีี พิ่.ศ. 2567 เปี็นการปีระเมิน ณ์ สำินเด้้อน ธันวาคัม 2567 แที่นการปีระเมินปีีละ 2 คัรงั (ทีุ่ก 6 เด้้อน) โด้ยให้ ตัรวจสำอบิและด้ําาเนินการตัามระเบิ่ยบิ กฎหมายที่่เก่ยวข้อง
Objectives
1. ToassisttheBoardofCommissionersinconducting good corporate governance while pursuing corporate sustainability, improving organizational effectiveness, and demonstrating social responsibility.
2. To enable the Board of Commissioners and subcommittees to perform their duties and responsibilities properly and effectively.
3. To provide the Board of Commissioners and subcommittees with the opportunity to evaluate work results and issues to boost their efficiency in different ways and better fulfil their responsibilities.
Summary
Experts from various fields provided insights to ensure the alignment of operations and objectives, while also contributing to the development of an internationally-scaled action plan in support of Thailand’s strategic initiatives. To uphold the principles and guidelines of good corporate governance, a fundamental practice is the establishment of an evaluation system for the Board of Commissioners. Such a system enhances corporate reputation, reliability, and public trust. Recognizing its significance, the Cabinet, on 9 February 2016, resolved that the Ministry of Transport should mandate the Civil Aviation Authority of Thailand (CAAT) to conduct performance evaluations of its Board of Commissioners on a biannual basis.
On 4 October 2024, The Minister of Transport approved the assessment forms for the self-assessment of the Board of Commissioners and subcommittees and specific assessment cycle of 2024. The assessment was conducted at the end of December 2024 based on relevant laws and regulations instead of biannual assessment (every 6 months).
