needed. Content, EL teachers and the school administrator will collaborate to determine whether revaluation is necessary.
CURRICULUM, INSTRUCTION AND ASSESSMENT
Planned instruction in EL includes listening, speaking, reading, and writing at different levels of proficiency. The amount of standard-based EL instruction provided to students depends upon their level of language development.
PA Code guidelines for directdaily instruction are:
● Entering/Emerging Students – 2 hours
● Developing Students – 1-2 hours
● Expanding and Bridging Students – 1 hour
The EL Program also includes an annual assessment of English Language Proficiency. The State of Pennsylvania requires that all ELs participate in the ACCESS assessment administered by WIDA. The results of the assessment determine levels of instruction or possible exit for the following school year. A calendar including Test Administration Dates is updated annually and placed in the PDE Documents section of the handbook.
In order to achieve academic standards, students are scheduled in content area classes with the understanding that they may or may not be able to comprehend all instruction. Content area instruction must be modified and adapted to meet student needs. For this reason, the PA English Language Proficiency Standards as developed by WIDA have been adopted by the state and should be used by all content area teachers as they plan instruction for their ELs. An annual review of these Standards should be given via Professional Development or faculty meetings to all content area teachers, regardless of whether an EL is currently in their classroom. A summary of the standards is found on the following page.
It is the policy of the Plum Borough School District that content area teachers will be provided professional development on ELP Standards and accommodation by:
- Professional teaching staff In-Service Day and Professional Learning Community training.
- Coordination of professional development events with Allegheny Intermediate Unit.
