Reading ​– process, interpret and evaluate written language, symbols and text with understanding and fluency.
Writing ​– engage in written communication in a variety of forms for an array of purposes and
audience
The Language Proficiency Levels and Performance Indicators
The five ​language proficiency levels ​outline the progression of language development implied in the acquisition of English as an additional language. Levels 1 through 5 represent levels in the process of language acquisition. Level 6 represents parity with the native English speaker.
These levels are: Entering, Emerging, Developing, Expanding, Bridging, and Reaching. (1-6)

PROGRAM EVALUATION
All LEAs are held accountable and the success of each EL program will be measured based on Annual Measurable Achievement Objectives (AMAOs) that are required by Title III and include: 1) making progress towards English language Proficiency as measured by the ACCESS test, 2) percentage of ELLs attaining English language proficiency as measured by the state English language Proficiency assessment (ACCESS), and 3) meeting AYP as measured by the state content assessments (PSSA/Keystone).
As such, all LEAs will receive written notice annually of their ability or inability to meet these targets. These targets should be considered an indicator of the success of the EL Program and failure to meet these targets, indicate a need for re-evaluation of the curriculum and program as a whole. A copy of each year’s AMAO Letter should be included in this handbook under PDE Documents and updated regularly. At any time in which the three targets are not met, an improvement plan will be set in place and notification of failure to meet the goals will be sent to parents.
