4.3 PROMOTION SUB-COMMITTEE
Comprising representatives of the DOD, Military Authorities and the Association, this sub-committee meets periodically as required.
4.4 INDUCTION SUB-COMMITTEE
The Induction Sub-Committee deals with the terms and conditions of entry of all categories of officer. Meetings of the Sub-committee are held as required. Currently on this agenda are issues relating to induction into the Legal Service and Cadetships 2017.
4.5 SUB-COMMITTEE TO CONDUCT REVIEW OF AR 272
This sub-committee has been established to conduct the review of Agreed Report 272 proposed by the Official Side. Its Terms of Reference include the following;
4.5.1 PURPOSE
The purpose of the Sub-Committee is to give effect to the requirement under the Defence Sector Action Plan Public Service Agreement 2010 – 2014 to review the overseas expenses related financial packages (AR272) with the intention of instituting change where it is agreed it is necessary.
4.5.2 SCOPE
The review will examine the financial and other supports that may be applicable when members of the Defence Forces are posted to certain overseas appointments as well as the postings to which these supports will in future apply. The review will also examine administrative and other requirements necessary to facilitate the determination of an Overseas Financial Support Package by the Department.
4.5.3 TIMELINES & OUTCOMES
This Sub-Committee concluded discussions in May 2015. A report recording disagreement on Overseas Financial Support Packages was prepared in 2017 by the Official Side for signature by the parties. Outstanding claims on CCR 272 are currently in process as agreement on settlement could not be reached between the parties.
5. DFHQ FORUM
5.1 GENERAL
The DFHQ Forum is exclusively military. The Forum meets every two months and is chaired by the Assistant Chief of Staff (Support). The ‘Official Side’ consists of the Military Authorities, represented by personnel from C&A (Mil) Branch, J1 (HR Branch) and representatives of other Branches depending on the issues under discussion (e.g. J7 Training/Reserve Branch, J4 Logistics Branch etc). Members of the Professional Staff represent the Association. This Forum generally deals with matters exclusively within the remit of the Military Authorities or the military aspects of wider matters. Current issues since Nov 2015 include;
• Promotions criteria and timing of competitions • Administration of AF 451
• Provision of Medical Services
• Accommodation
• Instances of Regimental Duties and resting periods
It is the view of the Military Authorities that they are not permitted to sign Agreed Reports at this Forum. However, a protocol has been agreed whereby where it is considered necessary agreement on an item is recorded by means of an Agreed Minute, signed by the Chairman.
6. EXTERNAL ASSOCIATION
6.1
RACO is currently affiliated to two external organisations, the Irish Conference of Professional and Service Associations (ICPSA) and the European Organisation of Military Associations (EUROMIL).
