PROPOSED AMENDMENTS TO ASSOCIATION POLICY
  Motion 1: Harmony Guidelines
In response to issues identified in the Focus Group Report and in line with best international practice, Military Management should introduce ‘Harmony guidelines’ for staff at all levels, so that time posted away from home station, either on training exercises or domestic and international operations are benchmarked and fully considered in protecting the wellbeing of all members.

  Motion 2: Level of Vacancies
RACO calls on the Minister of Defence to immediately address the chronic high level of vacancies within the Army, Air Corps and Naval Service.

  Motion 3: Retention Schemes
RACO calls on the Minister for Defence to immediately introduce retention scheme initiatives to proactively address the continued outflow of trained and experienced staff. This is particularity salient where recruitment is failing to increase overall numbers to the designed establishment and thereby negatively impacting on operational capability and safety of personnel. Such initiatives should include both pay and non-pay related initiatives.
