MOTIONS TO RACO’S BIENNIAL DELEGATE CONFERENCE 2017
Motion 4: Re-introduction of a Fixed Period Promotion (FPP) Scheme
In order to encourage and promote retention of specialist skills and experience in the Defence Forces, Fixed Period Promotion should be reintroduced for specialist streams.

Motion 5: New Models of determining Remuneration, Superannuation and Dispute Resolution
The current Industrial Relations structures for the Defence Forces should be reviewed with consideration of a model, similar to the UK’s Armed Forces Pay Review Board, being examined as an alternative, particularity where industrial action and trade union membership is denied as an inherent condition of military service. Such an approach will allow a timely response to the Human Resourcing of the Defence Forces and this ultimately will balance recommendations from both Civil and Military views and address the current Defence Forces Human Resources Crisis.

Motion 6: Increase in Defence Spend
Given the roles set out for the Defence Forces in the 2015 White Paper, the current Government spending on Defence is wholly inadequate and insufficient to maintain operational capabilities. Moreover, the current practice of utilising payroll savings to fund capital expenditure is dysfunctional, unviable in the long term and currently damaging to the Defence Forces and the wellbeing of its personnel.
