STANDING ORDERS
Where motions (Association Policy) decisions on on on on on on or or changes to the RACO Constitution go before a a a a a a a a Delegate Conference a a a a a a a a a Standing Orders Committee in in accordance with Para 1 4 Annex ‘D’ of of the the the RACO Constitution must be appointed by the the the delegates at at the the the commencement of of Conference Accordingly the the National Executive recommends that Conference adopts the the following Standing Orders as laid out hereunder Suggested ADC Standing Orders Conference Chair
1 The President President President of of the the the the the the the Association will normally chair chair the the the the the the the Delegate Conference In the the the the the the the absence of of of the the the the the the the the President President President the the the the the the the the conference may be be chaired by the the the the the the the the Vice President President President or or any other voting member of of the the the National Executive Conference Attendance
2 The following may attend Delegate Conferences of the Association:
a a a a a a a Brigade/Service voting delegates who have been elected/co-opted in in accordance with DFR S S 6 as follows:
• 1 Bde: 5
• 2 Bde: 5
• DFTC: 5
• DFHQ: 5
• Air Corps: 5
• Naval Service: 5
• Lts’ Rep 1 Total 31
b b b b Non-voting observers from location not represented by by a a a a a voting voting delegate or as approved by by Bde/Service Committee (maximum of 2 per committee) c c c c The following accredited office holders:
• Association President • Association General Secretary
• Association Deputy General Secretary
• Association Honorary Treasurer
• Standing Orders Committee Para 1 4 Annex ‘D’ RACO Constitution)
• Tellers and Stewards
• The Trustees of the Association d d d d d d d Invited guests and members of the the media as decided by the the National Executive Speaking Rights
3 All voting delegates and accredited office holders shall be be entitled to to speak on on on on any motion Invited guests may be be invited to to address the the the Conference with the the the prior approval o of the the the National Executive 4 Observers and Trustees attending Delegate Conferences may not speak on on on any motion or amendment 5
The following are entitled to one vote on on on all motions / amendments:
• President of the Association • Voting Delegates as per para 3 of these Standing Orders • In the the the event of of a a a a a a a a tied vote vote the the the Chairman of of the the the Conference will in in addition to his/ her vote vote also have a a a a a casting vote vote STANDING ORDERS
