6.3 MIMI Construct C: Individual Innovation behaviour
Table 9 presents results for Construct C of MIMI: Individual Innovation behaviour. The national average score for Construct C was 3; furthermore, on average municipalities obtained a score of 3 in all the individual items of Construct C. Similarly, metros and district municipalities all obtained an average score of 3. In contrast, for local municipalities the average score in Construct C was 2 – lower than the national, metro, and district averages.

Table 10 presents results for Individual Innovation Behaviour by municipality. The City of Cape Town had the highest score in this construct, of 4. Fifty-one per cent of municipalities attained a score of 3, while 28% of municipalities attained a score of 2 in Construct C of the MIMI. Lastly, 7% of the municipalities (Nala, Midvaal, Nyandeni and Umzumbe) got the lowest score of 1 in Construct C of the MIMI, which is 2 points lower than the national average.
