Table 8 shows Construct B scores by municipality. Out of 57 municipalities, the City of Cape Town had the highest score in Construct B, achieving a score of 4. This was followed by 26% of municipalities (City of Tshwane, City of uMhlathuze, Dr Beyers Naude, Hessequa, John Taolo Gaetsewe, King Sabata Dalindyebo, Kouga, Mbhashe, Namakwa, Okhahlamba, Polokwane, Swartland, Ugu, Umsobomvu, and iLembe) which attained a score of 3 in Construct B. The majority (60%) of municipalities got a score of 2 in Construct B, with 7% of municipalities receiving the minimum score of 1 in this construct.
