6. RESuLTS: MIMI CONSTRuCTS
6.1 Construct A: Municipal Enablers of Innovation
This section presents results for Construct A of MIMI: Municipal Enablers of Innovation. Table 5 shows the scores for Construct A at the national level, and the average score by type of municipality (metro, district, and local). As shown in Table 5, the average score for Construct A for all municipalities was 2; on average, municipalities obtained a score of 2 in 11 out of 15 individual items of Construct A.
The results highlight a significant lack of foundational support systems, as municipalities scored consistently low on key resource-related indicators. In particular, human resources (A6), financial resources (A4), and physical resources (A5) were all rated lowly across all municipality types, indicating that most municipalities do not have the necessary capacity, funding, or infrastructure to drive innovation effectively.
Table 5 it is shown that metropolitan municipalities had an average score of 3 for Construct A – higher than those for district and local municipalities, and even higher than the national average in this construct.

Table 6 shows Construct A scores by municipality. On average, the City of Cape Town had the highest scores in Construct A, achieving a score of 4. This was followed by 11 (19%) municipalities (City of Ekurhuleni, City of Tshwane, Ehlanzeni, Emalahleni, Hessequa, Kouga, Modimolle-Mookgophong, Vhembe, Waterberg, eThekwini, and uMgungundlovu), which all obtained a score of 3. Thirty-three (58%) municipalities had a score of 2 in Construct A. Lastly, 8 (16%) of the municipalities received the minimum score (1) in Construct A.
