The release of the Policy Data Manager (PDM) demonstrates the PCRB’s continued
commitment of enhancing electronic capabilities for exchanging information with key
constituencies. Over 97.2 percent of policies, endorsements, cancellations and reinstatements
were submitted to the PCRB electronically in 2015 and virtually all unit statistical reports
(excluding Individual Case Reports) were provided electronically. Experience rating and merit
rating worksheets continue to be transmitted electronically to all PCRB members. PCRB
continued providing machine-to-machine access to experience modifications, merit ratings and
a variety of other pricing metrics to its membership, as established in early 2014.
The PCRB’s expertise in the collection of Medical Data Call information continued in 2015. This
important and developing enterprise is intended to benefit the industry by providing increased
detail pertaining to the treatment of workers’ compensation injuries using a standard protocol
across jurisdictions. The work in these endeavors is benefitted by continuing close cooperation
and communication with the National Council on Compensation Insurance, Inc. (NCCI). For
twenty one quarters (transactions received for the Third Quarter 2010 through the Third Quarter
2015), the PCRB processed approximately 40.8 million records accounting for almost $4 billion
in paid medical benefits. Ongoing initiatives related to this effort are focused on data quality,
analytical processes, procedures, tools and reporting.
2015 ACHIEVEMENTS AND INITIATIVES
The PCRB aspires to provide the highest possible levels of service to its members, those
members’ insureds, regulators, legislators, other governmental offices and the workers of
Pennsylvania covered under the Workers Compensation Act.
