NOMINEES’ BIOGRAPHIES:
Tyler J. Arbour, Lugenbuhl, Wheaton, Peck, Rankin & Hubbard, New Orleans, LA (Orleans Parish,
District 1)
Mr. Arbour is of counsel in the law firm Lugenbuhl, Wheaton, Peck, Rankin & Hubbard in New Orleans,
LA. Mr. Arbour earned his law degree at Loyola University of New Orleans Law School.
He has served on the Project Lazarus board since 2015. Project Lazarus provides housing and assistance
to individuals living with HIV/AIDS in the Greater New Orleans area. He also serves as a board member
of the Emerging Philanthropists of New Orleans, an organization that provides grants to new
organizations and supports underserved populations.
Mr. Arbour volunteers on the local leadership for Lambda Legal, a national organization committed to
achieving full recognition of the civil rights of lesbians, gay men, bisexuals, transgender people and
everyone living with HIV. Mr. Arbour also regularly provides pro bono legal services through the Idea
Village’s IDEAX growth accelerator program. The growth accelerator program identifies emerging for-
profit ventures and helps organizations build business plans and networking opportunities with
investors.
Mr. Arbour is the recipient of the New Orleans City Business Leadership in Law Award (2019) and the
Louisiana Super Lawyers Rising Stars award (2018 and 2019).
Beau S. Brooks, Brooks Law Office, Thibodeaux, LA (Lafourche Parish-District 3)
Mr. Brooks is the sole owner of Brooks Law Office in Thibodaux, LA. Mr. Brooks earned his law degree
from Southern University Law Center.
Mr. Brooks is the proud father of three. His youngest son Spencer was born with Down Syndrome,
which inspired Mr. Books to co-found Upside Downs, Inc.
Upside Downs, Inc., a non-profit, tax exempt 501(c)(3) organization provides parent support,
recreational activities, and raises awareness for families affected by Down Syndrome. Upside Downs
Inc. is a local affiliate of the Down Syndrome Society and the National Down Syndrome Congress.
Mr. Brooks also serves his community by hosting parent brunches, awarding college scholarships to
individuals with Down Syndrome, providing gift baskets to the parents of children born with Down
Syndrome and raising awareness in the community by giving presentations to students, doctors and
nurses.
