ORC Licensing Fees to Increase
Coming on the heels of the announce- ment that the Ontario Racing Commission will be operating on a significantly reduced budget for 2006 and 2007, the ORC announced that the licensing fees for both thoroughbred and standardbred racing in Ontario will increase July 1, 2006.
The ORC receives funding from three main sources: Licensing fees and fines; Wagering takeout (half of one percent); and a Regulatory levy, negotiated with the Ontario Horse Racing Industry
Association in 2002.
The levy was implemented in 2003 to
provide the ORC with an additional revenue source and was paid for equally by the racetracks and horsepeople. Over the last year, the industry advised that the $4 million levy was no longer an option, due to the changing economic circumstances. OHRIA advised it would agree to a reduced contribution of $2 million.
The ORC resolved to deal with the shortfall by eliminating the regulatory levy altogether, cutting its budget by $2 million, and raising the $2 million shortfall through licensing fees to racetracks ($1.5 million) and by increasing individual fees ($0.5 million).
Effective July 1, 2006, individual licence fees charged by the Ontario Racing Commission for participation in Thoroughbred racing in the Province of Ontario are as follows:

Exercise Rider and Groom School Graduation

Monday, April 17 saw the completion of the fourth Certified Groom Training Program and the first ever Certified Exercise Rider and Jockey Training School as six newly certified grooms and eight newly certified exercise riders officially joined the ranks of backstretch personnel at Stampede Park race track in Calgary, Alberta.
Jockey Real Simard, who served as a head instructor for the exercise rider program, said that he was very proud of his students.
"They've been my students for the last couple of months," he said. "Now they are my co-workers and peers."
There were smiles on all faces as gruelling months of training and schooling finally drew to a close. After extensive training in racehorse grooming and exercise riding, the 14 graduates are now all employed in the horse racing industry.
Both programs, developed by Horse Racing Alberta in partnership with Olds College, were implemented to fill a growing need for trained and skilled workers in the horse racing industry.
"There is no greater time to be in the horse racing industry than today," said Dalin Bullock of the Animal Sciences Department at Olds College. "There are great opportunities for all the graduates
now and in the future."
During the graduation ceremony, Mara
Coote-Freeman, program co-ordinator from Olds College, thanked the industry and the horsemen who took time to assist the students and enable them to learn by letting them work with and ride their horses, saying that without their support such programs would not be possible.
"There is no other school like this in North America," she said. "We have something very special. We're turning out great graduates."
Lisa MacKenzie has been through both the Groom and Exercise Rider training schools and says that the programs gave her a good foundation from which to start a career in the horse racing industry and gave her the skills needed to further her career.
Theresa Sealy has been instructing both the Groom and Exercise Rider schools and has been with Lisa since the beginning. She is very proud of her student.
"She's a poster girl for the programs," says Sealy. "This is exactly what Horse Racing Alberta has in mind for the programs, for people to come in and work from the ground up the way Lisa has done.
"For myself, being her instructor in both cases, it makes me really proud of her and really proud of the program."
