                                 developed his own polygraph instrument known as
                                 the ‘Keeler Polygraph’.

                                 obligation to pay; an obligation to pay money.

                              LIAISON  PROGRAM  –  the  assignment  of  trained
                                 intelligence personnel to other agencies in order to
                                 obtain information of police intelligence value.
