OPERATIONAL PLANNING – is the use of a rational
design or pattern for all departmental undertakings
rather than relying on chance in an operational
environment. It is the preparation and
development of procedures and techniques in
accomplishing of each of the primary tasks and
functions of an organization.
OPERATIONAL PLANS – are plans for the operations
of special divisions like the patrol, detective, traffic,
fire and juvenile control divisions.
OPIATE – refers to a group of alkaloids derived from
the opium poppy (Papaver Somniferum) with the
ability to induce analgesia, euphoria, and, in higher
doses, stupor, coma, and respiratory depression.
The term opiate excludes synthetic opioids such as
heroin and methadone.
OPINION – is the opinion of the court or that portion
of the judgment containing the findings of facts and
the conclusions of law.
OPIUM – is the coagulated juice of the opium poppy
(Papaver Somniferum). Contains a number of
alkaloids, such as morphine, codeine, and
papaverine.
OPPORTUNITY – refers to the chance or twist of
fate; consist of the acts by a person that enables
another person or group of persons to perpetrate
the crime. Opportunity is synonyms with
carelessness, acts of indiscretion, and lack of crime
prevention or lack of consciousness on the part of
the victim.
