ORIGINATED  POLICY  –  a  policy  that  comes  from
                                 top  management level  and is intended  to  set  up
                                 guidelines  in  the  operation  of  the  police
                                 organization.

                              OUTCRY  –  to  shout  subversive  or  proactive  words
                                 tending to stir up the people to obtain by means of
                                 force or violence.


                              OUT-OF-TOWN  CHECK  –  a  check  being  presented
                                 for  encashment  before  any  bank  not  within  the

                              OVERDOSE  – is  when  the  amount  of a  drug  taken

                                 results in acute adverse physical or psychological

                                 termination  following  its  natural  course,  without
                                 being frustrated by external obstacles nor by the
