PARTICIPATIVE LAW ENFORCEMENT – a system
where the citizenry and the police work together to
reduce crime, prevent juvenile delinquency and
criminal behavior, maintain the peace and reduce
local problems which are the mutual responsibility
of the police and the people.
PASSIVE INADEQUATE CRIMINALS - are those
who commit crimes because they are pushed to it
by reward or promise.
PASSIVE-AGGRESSIVE PERSONALITY

negativistic attitudes and passive resistance to
