Key Evaluation Questions Communication Objectives
Objective 4: Communications Visibility
• 4.1 How well is the ROER4D communication strategy working? • To establish ROER4D as a significant OER REsearch project.
• 4.2 How well was the ROER4D research output disseminated • To establish credibility and receptivity.
(communicated)? • Toe engage those in the broader educational field.
WHAT Knowledge generation
Linked KEQs • To share research process openly.

The DECI-2 summary (Figure 3) challenges the projects to:
1. Define the evaluation users / owners, and the audience and stakeholder. This step covers
the why and the who.
2. As they settle on evaluation uses/purposes and communication purposes they begin to
define the what.
3. A key subsequent step is to draft and agree on Key Evaluation Questions, and Communi-
cation Objectives.
4. The data collection instruments are chosen on the basis of each Key Evaluation Question;
while the communication Methods & Media are selected based on audience research to
confirm their preferences.
