 Howard Campbell is a testing and measurement professional with specialist knowledge and expertise in test design, test development, item banking, test delivery, test item analysis, test form equating, and the assessment of educational outcomes.
A registered competency-based assessor with NCTVET (Jamaica), Howard’s knowledge is built on academic training received at the University of Technology, Jamaica, MICO University College (2008), University of Edinburgh (2014) and Harvard University (2015). Further, in June 2015, Howard received training and certification from the world-renowned ETS Global Institute in Princeton, New Jersey, USA.
Mr. Campbell has served with the Caribbean Examinations Council (CXC) in many roles including item writer, paper setter, reviewer, assistant chief examiner, team leader at the level of chief examiner and most recently as a senior assistant registrar with responsibility for the syllabus development division. Howard has demonstrated the know-how needed to effectively establish, assess and ensure the maintenance of standards in a range of subjects. His fourteen year relationship (as an examining team member) with CXC spanned three subjects: Computer Science, EDPM and Information Technology, the latter at both CSEC and CAPE levels.
A firm believer in the role of continuous assessment in ensuring mastery of the required competencies, Campbell has leveraged his skill sets to provide the education sector with a range of assessment-related products and services such as:
(i) the development of test items and tests;
(ii) publishing of preparatory materials for writing examinations;
(iii) implementation of technology to support electronic test banking and electronic test scoring;
(iv) large scale test development based on item response theory (IRT) and evidence-centred design (ECD);
and
(v) in-service professional development training.
Howard lives in the island paradise of Jamaica where he operates a consultancy firm (Howard Campbell and Associates) which provides a range of services to the Caribbean education sector.
