us about our physical well being, CAs helps maintain the financial health of an entity, a nation and by extension of the
entire world. In Odisha the professional fraternity of CAs has grown over the years. In 5 major cities of the state-
namely Bhubaneswar, Cuttack, Rourkela, Berhampur and Sambalpur- now there are more vibrant branches, which
have stated engaging the government and government agencies actively.
All over the country two paradigm shifts - Right to information and empowerment of PRIs-Panchayatiraj Institution -
are happening at the grass-roots level in tandem. This has necessitated a revolution in maintenance and verification
of the financial transactions transacted by the PRIs. The case is no different in Odisha. The CAs of the state play a vital
role in web hosting the data in the given accounting and data base formats, which in turn are supposed to be avail-
able to the general public for bringing in transparency and building additional accountability.
As per the recommendation of the fourteenth Finance Commission PRIs would get around Rs. 7,379.30 crore and
urban local bodies (ULBs) would get Rs. 5,413.47 crore, in Odisha between 2015-2020. There are teething problems.
However, everything is not honky-dory. There are issues, which need to be addressed at the apex levels. Neither the
fees fixed nor the manners of allocating the work by various state Government agencies to the CA firms seem to be
based on any sound and transparent principles. Instead of grumbling and criticizing the CA fraternity at Bhubaneswar
has decided to be proactive and engage the government at appropriate levels and help the mandarins adopt sound
principles and practices for optimal returns on the scarce resources of the State. In the meanwhile the concerned
