     should not only cover obvious matters such as
     employee safety but also should cover the need to
     implement safety into the plant and product design.

(iii)And the production stage - two types of risks
     requiring attention at the production stage are,(a)
     accidents causing injury to persons and property
     damage and (b)the risk of producing quality
     products owing to reasons other than design defects.

     So to avoid simple yet, common accidents, good
     housekeeping by management and regular
     maintenance of plant and premises is necessary. It
     is for them to provide the necessary cleaning and
     maintenance resources, draw up rules, to agree to
     their enforcement with the employee's
     representatives.

(iv) Technical know-how - prevention of major hazards
     usually calls for the use of technical knowledge,
     which is not available within the organisation
     reporting from consultants. Even a well-designed
