establish sister “think tanks” that will dominate the affairs of both nations. In
1920, the Fabian dominated Royal Institute of International Affairs (now

Chatham House) is founded in London. In 1921, the Council on Foreign
Relations (CFR) is established in New York with “Father of the Fed” Paul
Warburg serving as its first Director.
