The ACPA defi nes a qualifi ed operator as someone who:
• Has reached the age of 18, or 21 for interstate travel, and has a valid commercial driver’s license;
• Is physically and mentally capable (with DOT medical card);
• Has been trained in the opera on and maintenance of the pump and (if applicable) the placing boom; and
• Is drug and alcohol free.
