                                    LICH Doctors D escribeTheir View of HospitalAs members of the Medical Staffof the Long Island College Hospitalwe think it is of great importancefor the community to realize thefunction which the hospital servesas a teaching hospital in this area.For this reason we are presentingbelow some of the importantrelevant facts indicating why it isessential for the medical care ofpeople in the service area and inother sectors of the metropolitanarea, to obtain a modern,replacement acute generalteaching facility for the LongIsland College Hospital.The single most importantfunction of a hospital is to fulfill theconcept that its patients mustreceive the highest quality ofmedical care possible. This qualityof medical care must takeprecedence over all other aspectsof the hospital%u2019s operation. TheLong Island College Hospital, itsBoard of Regents and its MedicalStaff are dedicated to this concept.Quality of medical care meansgiving every patient who seeksmedical attention the most expertmedical care available. This istrue regardless of the type orseriousness of his illness orcomplications involved. Thismeans that it is essential to puttogether a medical staff andequipment of such sophisticationand expertise as to be able to fulfillthis criterion.This is necessary because thesimplest medical problem may beaccompanied by serious, but undetected, disease which maymanifest itself suddenly andunexpectedly during the course ofthe simple illness or operation. Thesimple illness or operation mayalso be accompanied by lifethreatening complications.The concept of quality of carewas developed at the Long IslandCollege Hospital soon after itopened in 1858. The choice of theword %u201cCollege%u201d was deliberate.The hospital%u2019s plans for a medicalschool were realized in 1860, whenthe first courses were held formedical students who receivedtraining in the hospital.When the medical school becamea part of the State University ofNew York, known as the Downstate Medical School, the LongIsland College Hospital remained aprimary teaching affiliate of theschool. Most members of thehospital medical staff are on thefaculty of the medical school.Medical knowledge today hasexpanded so much and so rapidlythat physicians find it hard enoughto be expert in one specialized fieldof medicine. Good teachers mustbe experts and they know that byteaching they become more expertthemselves. This is the reason thatmore and more physicians arebecoming specialists.The members of the medicalstaff of the Long Island CollegeHospital are all board certified orboard qualified specialists exceptfor a small group of familyphysicians who practice at thehospital%u2019s Prospect HeightsDivision. The by-laws of theMedical Staff require thesequalifications.A teaching hospital also has aresearch program because it isthrough research that expertise indeductive reasoning is achieved.This ability is essential for thepurpose of correctly making adiagnosis of a patient%u2019s condition.It is essential in the evaluation of apatient%u2019s history, in a patient%u2019sphysical examination and inevaluating laboratory findings.The more expert the physician thebetter he will be in providingmedical care for the patient.It is these three functions thatcharacterize a teaching hospital:patient care, the most important;teaching, and research. Thepatient in a teaching hospital canrely on the fact that he will receivethe most expert, the most modernand the safest medical care that isavailable no matter what illness isinvolved.Teaching hospitals today, including the Long Island CollegeHospital, must have at least 10clinical departments:a n e s th e s io lo g y , d e n tis tr y ,medicine (including cardiology,endocrinology and metabolism,gastroenterology, hematology,im m u n o lo g ic a l d i s e a s e snephrology, neurology andpulmonary diseases) obstetricsand gynecology, otolaryngology,ophthalm ology, orthopedics,PHOENIX. Paae NinoLong Island College H ospitalpediatrics, surgery, (thoracic,neurological, vascular and transplant) and urology.They must also have four supportive departments:bioengineering, pathology,radiology and rehabilitationmedicine. Such teaching hospitalsmust have adequate facilities forambulatory care, emergency care,intensive care, coronary care,premature nursery, pediatricintensive care, and specializedlaboratories for cardiaccatheterization, pulmonary function, endoscopy, blood banking,immunologic studies and endocrinological studies.All of these are at the LongIsland College Hospital.In order for a teaching hospitalto receive approval to havephysicians as residents in trainingprograms it must satisfy thecriteria of the examining bodiessuch as the Joint Commission onAccreditation. And for the hospitalto deliver the highest quality ofmedical care there has to be anadequate number of beds for eachmedical specialty.In order to attract physicianswho are experts in their field to themedical staff, it is essential to havea teaching program. This meansthe hospital must have both thefacilities and sufficient patients ineach specialty.
