A new lawrequires at least two civiliansignatures for final action.So far, no civilians havebeen appointed to the ECBwhich is supposed to becomprised of five city officials and four civilians.In a call to City Hall onMonday, the PHOENIX wasonce again assured by theCity Hall spokesman wetalked to last week thatCuite plans to call a meetingthis week to act on the ECBnominations. He said thatthe information receivedlast Friday by environmental critics of Cuitewas %u201call wrong.%u201d %u201cI can%u2019t seeit going beyond this week ornext,%u201d he said emphatically.However, another call toCity Hall, just at PHOENIXpress time, was less optimistic.
