He recalls a workshop reading of the play, originally written for radio, saying, %u201cThe play came zinging off the page with a force that took me completely by surprise. I was convinced it should be staged.%u201dAround the nucleus of %u201cThree Women%u201d Kyle has added Plath%u2019s poems in a dramatic framework. Tickets at $4.50 and $6.00, are available at the BAM box office, A&S, Bloomingdales and Ticketron.Com visitnCo w c* e * T * A C 0 .60 Mcnw St.Finney Charges Riccioon Rent Control IssueDemocratic District Leader Louise Finney challenged Park Slope Assemblyman Vincent Riccio this week to clarify his position on rent control.%u201cMr. Riccio has sent his constituents a questionnaire,%u201d Ms. Finney said, %u201cwhich suggests that he would like to weaken rent control even further, and that he will not even consider the possibility of repealing vacancy decontrol. If this turns out to be his position, he will find that he is in a lot of trouble with the voters over this issue.%u201dThe Riccio questionnaire contains several dozen questions on voters%u2019 opinions on a variety of issues. One of the two questions on housing reads: %u201cWould you agree to rent stabilization in place of rent control and maximum base rents?%u201d %u201cAs Riccio well knows,%u201d Ms. Finney commented, %u201c rent stabilization allows even steeper rent increases than the maximum base rent system. That he would even consider substituting rent stabilization for rent control shows Mr. Riccio%u2019s utter insensitivity to the hardship of tenants faced with constantly rising rents and deteriorating services.%u201dLast week the Temporary State Commission on Living Costs and the Economy, chaired by Assemblyman Andrew Stein (Dem.-Manhattan), reported that New York City landlords have made more than a half-billion dollars in added profits due to rent increases under vacancy decontrol, but that there is no evidencethat they have invested much of their new revenue in the maintenance of their buildings. The Commission presented data to show that landlords actually invested less on maintenance and modernization after apartments were decontrolled.Citing the Stein Commission%u2019s report as evidence of the mounting urgency of the issue, Finney announced that she would travel to Albany on Wednesday of this week, the first day of the 1974 Legislative session, to confront Riccio and ask him to make his position clear.Finney said she would be travelling with a delegation from the Borough Park Tenants Council, which is participating in the Tenant Lobby along with the Park Slope Neighborhood Tenants Council and the other affiliates of the Metropolitan Council on Housing, a city-wide tenant organization.Riccio voted in 1971 to enact both the vacancy decontrol law, which lifts all rent limitations from each rent-controlled or stabilized apartment that becomes vacant, and the Urstadt law, which has blocked the City Council%u2019s attempt to repeal the macimum base rent system.
