The Philharmonia is resident at the Brooklyn Academy of Music during the regular concert season.%u201c This new series gives our orchestra an opportunity to move out of the formal setting of the concert hall and reach thousands of people who might never normally hear serious music,%u201d said Maurice Edwards, manager of the orchestra. %u201c We are taking music where the people are, and this new series represents ar. important opportunity to enrich the lives of thousands. %u2019 %u2019The inaugural concert in the series will feature an All-Tchaikovsky program, featuring Zara Nelsova, cellist. A second Prospect Park Concert is set for July 21, alsoat the Music Grove, when Evelyn Lear, Metropolitan Opera soprano, will join the orchestra in a program of music by Wagner and Straus.The Philharmonia just completed its 20th anniversary season in May. In addition to its regular concert season, the o rchestra%u2019s American Composer series of Modern Music concerts brought leadingAmerican, British and Polish composers and new works to the Academy during the past season.The orchestra%u2019s 1974-75 subscription concert season, just announced, will bring extra dimension to the Academy%u2019s season. The fall season will begin on November 23 with one of Lukas Foss%u2019s innovative %u201c Marathon%u201d concerts devoted to music composed in Paris. Eileen Farrell, Metropolitan Opera soprano, will be guest soloist. The Orchestra and three combined choruses will present on December 22 a performance of Handel%u2019s %u201c The Messiah.%u201dNext year will mark the twelfth year the Philharmonia has presented its School-Time Concert Series, where youngsters from throughout Brooklyn attend a regular orchestral concert under the direction of conductor David Amram. More than 22,000 children attended last year%u2019s concert series, which is presented with the assistance of the City of New York.A second youth program, the In-School Training Program, takes first-chair men from the orchestra into the public schools to help instruct children in their school music programs, as well as guide their teachers. In a Monday announcement that came as no surprise to most observers here, Councilman Sam Wright of Brownsville said that he would not make the 14th C.D. race. W right had originally been a leader in the suit that brought about the new lines, reportedly hoping to run for Congress in one of the new districts it created.After failing to reach agreement on a single candidate, three of the independent Democrats who competed for a joint endorsement are continuing their campaigns. Donald Elliott of Brooklyn Heights has captured the endorsements of the Heights-based West Brooklyn Independent club in a lopsided 103-32 vote, with 34 opting for no endorsement. That meeting was on June 13. On June 17, the Carroll Gardens club endorsed Elliott by a vote of 29-0, with 12 for no endorsement. Cesar Perales, who reportedly carries the backing of Rep. Herman Badillo, got 10 votes in the Heights, and 11 votes in Carroll Gardens.In Congressional politics for the right to the Democratic nomination to succeed Rep. Hugh Carey in the 15th District, Arthur Paone of South Brooklyn has received the endorsement of a number of independent Democratic political groups, including the Central Brooklyn Independent Democrats of Park Slope, the Independent Neighborhood Democrats, the Bensonhurst Independent Dem ocrats, and the New Era Democratic Association of Bay Ridge-Bensonhurst.Regular candidate for the Carey seat is Leo Zeferriti of Bay Ridge. Democratic regulars in the 52nd are carrying petitions for the Bay Ridge candidate, reports 52nd A.D. leader James Mangano.THE CITY COUNCIL vacancy that is expected to occur in theHeights-Fort Greene-Greenpoint district represented by Fred Richmond is only beginning to attract attention. The regular organization candidate is certain to be Abe Gerges, a Court Street lawyer who is also Democratic State Committeeman in the 57th District, which includes Gowanus, Fort Greene, and part of Williamsburgh.Challenging Gerges to date is Fr. Anthony Failla, pastor of St. Michael-St. Edward%u2019s R.C. Church in Fort Greene, who announced at a public meeting on June 16. Others considering the race are: Priscilla Rassin, who had been a candidate for the reform endorsement for Congress in the 14th District; and Martin Connor of Brooklyn Heights, former president of the W est Brooklyn Independent Democrats.IN THE 57TH DISTRICT, veteran Assemblyman Harvey Strelzin of Brooklyn Heights is a sure candidate for re-election. His challenger is in doubt, however. The district, which re-mappers had intended to become a minority district under the terms of the new redistricting law, has a healthy majority of black and Puerto Rican residents. But to date, no strong minority candidate hasemerged. One possible candidate is Clarence Knight of Fort Greene. Also being urged by local reformers to make the race is Robert Wittich of Fort Greene, who made a good showing in what politicos regarded as an impossible race for City Council last year in Fort Greene.FOR STATE SENATE in the new 23rd District, which is among those carved out as a minority district by the Legislature, Senator Vander Beatty is a candidate for re-election from this new seat which includes most of Gowanus, Fort Greene, Prospect Heights and Crown Heights, and part of Williamsburgh. Challenging Beatty is Willie Vargas of Williamsburgh, a young community worker who has been active in reform Democratic politics in recent years.In another State Senate race, John Flanagan of Park Slope is likely to be the only candidate for the Democratic nomination for the Senate seat in the district that includes part of the Slope, Sunset Park and Bay Ridge. Flanagan, a 21-year-old aide to Rep. Hugh Carey, has just received the backing of the Slope Central Brooklyn Independent Democrats.Director for Tree CorpsBill Klein of Sterling Place has been named Director of the newly established Youth Tree Corps of Park Slope and Prospect Heights.
