Page 16, PHOENIX, June 20, 1974 Beard Asks City Funds toAid Free Legal ServicesSam Beard, candidate for the Democratic nomination for Congress in the 14th Congressional District, has backed attorneys and clerical staff members of the Community Action for Legal Services (CALS) in their demand for New York City funding to supplement the federal allocation to the free legal services agency.Beard specifically endorsed the CALS staff call for the city to add $1 million yearly to the agency%u2019s $5 million annual allotment from W ashington. The candidate%u2019s endorsement came after a conference at the South Brooklyn CALS center on Court and Pacific where he discussed the plight of the 11branch city agency with Attorneys Chip Gray and Richard Panebianco, Directors of the South Brooklyn and Williamsburgh CALS centers respectively.The federal government has not upped the $5 million dollar annual CALS budget since 1971-72, thus making the agency a victim of inflation with resulting staff dropouts and curtailments of services, the directors said. The city, which typically provides a 20 percent addition to the budget of most federally funded programs for the poor, has never supplied such money to CALS.%u201c It is amazing,%u201d Beard said, %u201c that so many workers do remain inCALS when the constant federal budget has not allowed staff increases since the fall of 1972 and has thus kept the starting salary for CALS attorneys at $ll,500-the lowest on the legal ladder. %u2019%u2019 %u2018 %u2018however,%u201d Beard said, %u201cwithout an immediate move from the city to provide adequate funding, the program will be truly jeopardized. Richmond, a member of the City Council Finance Committee, proposed the inclusion of a $1,181,730 Health Department Hypertension Program in the 1974-75 Expense Budget.For the past two months, the Health Department has been coordinating a pilot program to identify and treat high blood pressure victims in Fort Greene. Almost 4,000 people have been screened for high blood pressure with 100 patients now under treatment at the Fort Greene Health Center and Kings County Hospital. The councilmembers want this Hypertension Detection and Treatment Program initiated in other areas of the City.Councilman Richmond said; %u201c Hypertension is the major health problem afflicting the residents of New York%u2019s low income communities. Health experts estimate that as many as 800,000 people in this City who have high blood pressure are not receiving any treatment. We must launch a head-on attack on the hypertension problem, establishing a City-wide screening and treatment program. The estimated cost of this vital project is only 1.2 million dollars.
