Since that time supporters have struggled to increase ridership enough to recover 70 percent of the daily $2,300 needed to cover the out-of-pocket expense for the 11-bus route. Both the disabled and handicapped have lobbied for the bus as the only above surface public transportation available between Manhattan and Brooklyn for people unable to use the subway, the only inexpensive means of traveling between the two boroughs.At the rally Golden offered another proposal for linking the two boroughs, and chastised the TA for not marketing the bus more vigorously. %u201cDo you see a sign here that says anything about a bus that goes into Manhattan?%u201d Golden asked, while standing at the bus stop on Fulton Street and Smith Street. %u201cIt is not good enough to just have the bus if you%u2019re not willing to tell people about it,%u201d he added. %u201cIt is an indication to me and the councilman that they%u2019re not out to try and succeed. They can%u2019t have a successful venture if there%u2019s no indication that there%u2019s a bus,%u201d he said.RIDERSHIP FALLS SHORTAlthough when the trial period was originally extended in May, local officials and residents concerned with the survival of the bus were optimistic that the necessary level of ridership could be attained, with one month left on Hie period and ridership still far short, supporters of the bus say the route should be kept whether or not the requirement is met.%u201cThere are 2,000 people who want this bus,%u201d Golden said, %u201cand it is very evident that it is important.%u201d Golden proposed that if the B-51 bus were cancelled that the TA extend the route of the B-41 bus over the bridge into Manhattan. %u201cThere is a need for Brooklyn ridership to get into Manhattan,%u201d he said and predicted that in two to three years 20,000 new workers in Brooklyn would make such a route even more vital.Councilman Abe Gerges, who has fought for the bus for many years, also stressed the importance of the route in terms of future economic development in Downtown Brooklyn. %u201cWith the increase in traffic it is only sensible planning for Downtown Brooklyn to have this route,%u201d he said. %u201cIf this route is cancelled, then 2,000 more people willbe adding to the traffic problem,%u201d he said.Gerges, joined by civic council members* then traveled into Manhattan and back on the bus handing out flyers to passengers on the bus and remarking on its salient features. %u201cThere are a lot of people who are unable to use the subway and they become prisoners of one borough,%u201d Brooklyn Civic Council president Myrtle Whitmore said. %u201cI dismiss the issue of ridership level entirely. What are we paying taxes for if we can%u2019t have one lousy bus. I don%u2019t buy the ridership argument. I think we should run the bus even if we have only 10 people on each bus,%u201d she stated firmlyThe Brooklyn Civic Council is another group that has vigorously lobbied for the bus for several years and in their efforts to advertise the B-51 bus they even did a 30-second public service spot on Channel five asking people to ride the bus. %u201cWe will not fight it based on ridership,%u201d Whitmore repeated.IT SAVES MONEYEllen Nuzzi, a Brooklyn resident and one of the disabled who rides the bus, said that since the route was started one year ago, her life has changed dramatically. %u201cIt used to be that I would only come to Manhattan when it was absolutely necessary,%u201d she said as the bus traveled over the Manhattan Bridge. %u201cUiere is so much that I want to do in Manhattan that I now do. 1 go to rock concerts and I go shopping,%u201d she explained. Nuzzi%u2019s husband who works in Manhattan and has been active in supporting the bus, rides the bus to work everyday, a big change from the time when car service was his only means of access to Manhattan and he spent an average of $90 a week for his traveling. %u201cIt saves us a 1(4 o money,%u201d Nuzzi says.Before the end of the trial run November, Councilman Gerges and Goldei are seeking to meet with Transit Authorit President David Gunn to address three issue concerning the route. The two are proposini that the B-51 bus route be continued beyon its current stop in Manhattan at City Ha to the World Trade Center. Their altemat proposal is that the B-51 be added to already existing route, by extending the B-4 into Manhattan. Gerges also criticized the X for not posting bus signs that the Fulton M Association wished to hang on Fulton Stre< announcing %u201cBus From Brooklyn to Manha tan.%u201d Although the signs were made in Ma; the TA still has not extended permission t| post the signs. %u2014 Liz KochCity Delays Ferry With New Guidelines To SetThe City is about to set new guidelines for the operation of commuter ferry services in New York, delaying again an announcement of the future operator of a service between Fulton Ferry in Brooklyn and lower Manhattan. The City says the new guidelines will pave the way for the interborough service.According to Robert McGrath, a spokesperson for Deputy Mayor Alair Townsend, the new guidelines and the announcement of a recommended operator of the Brooklyn ferry service is %u201csomething the City wants to do in a coordinated fashion.%u201d Since the trial period last year, a nnai decision on the operator of the Fulton Ferry service has been delayed at City Hall pending the review of five Requests for Proposals that were submitted last March.The City has said that it does not want to make an announcement of any further ferryservices until a uniform policy is created to oversee future routes that are established. Besides an emergency ferry operation linking Roosevelt Island and Manhattan announced earlier this year, no other such service is waiting for final approval.Initially, the Department of Ports, International Trade and Commerce had hoped to name an operator of the Brooklyn ferry service by the end of 1985, but a decision was delayed when some of the firms vying for the contract began to team up to increase their chances of being named.Mcuratn said uiat me impact oi the new guidelines on the Requests for Proposals that were submitted for the Brooklyn service has not been determined. %u201cAny discussion on this would be premature,%u201d he said, %u201cbecause the interplay between the guidelines and the RFP has not been decided.%u201d %u2014 R.T.Page 4, THE PHOENIX, O ctober 9,1988
