Tenants Get HelpResidents of Community Boards Eight and Nine, cover the area from Atlantic Avenue to Clarkson Street and from Flatbush Avenue to Ralph, are getting help in forming tenant associations and voicing their complaints and suggestions to owners of their buildings with the help of the Crown Heights Progress Council.The Council, formed in January of %u2019 70 by Executive Director Richard Brown, and headed by Albin Calderon, is an outgrowth of the Crown Heights Pastoral Council, an organization dedicated to social action. The Progress Council acts as a liaison between tenants and their landlords and is instrumental in helping to form these associations. Once a compilation of improvements and reparations concerning the building along with suggestions that would contribute to its asthetic beauty is drawn up it is presented to the people responsible to having the needs met.Funding from CDA, the city%u2019s Community Development Agency along with grants from various banks and foundations have made the existence of the Progress Council possible. For further information call the Council at 774-8001.1%u2014V.C.Kennedy Wins Local PollIf ihe Democratic Party were the West Brooklyn Indcpendcni Democrats, then next year%u2019s brewing stormy primaries would be all sewn up. A recent Presidential Straw Poll conducted by the WB1D on passersby at the Oct. 14 Atlantic Antic and at a subsequent meeting on Oct. 18 shows Ted Kennedy trouncing the incumbent Carter by a margin of three-to-one in local Independent Democratic circles.Of ihe 455 poll-votes registered, 196 (43 percent) favored Kennedy, with Carter lagging back at 72 supporters (lbpcrccnt). Mo Udall showed the next strongest response with 44 votes (9.7 percent), followed in order by Vice-President Walter Mondale, State Senator Daniel Pairick Moynihan, California Governor Jerry Brown, State Senator George McGovern, Stale Senator Henry Jackson and New York State Governor Hugh Carey. The respective iallies were 427 polled at the Antic, and 28 at the WBID meeting.Lest supporters in the Kennedy camp be moved to victorious complacency by this news, however, WBID member Ben Tenzer warns that %u201c the Presidential Straw Poll conducted four years ago at both the Atlantic Antic and the subsequent WBID meeting both showed the same winner...Ramsey Clark!%u201dFulton Mall AdvancesProgress on both the current %u201c Stage I%u201d phase of the Fulton Mall and the Future %u201c Stage IT%u2019 phase was reported this week. Shoppers on Fulton are welcoming the concrete base which has now been poured along several blocks of the south side of the street. Though construction continues to interfere with walking and shopping on the street, those connected with the project hope that most current excavations will be topped with concrete before the Christmas shopping season. The concrete will later be topped with the special paving which is part of the %u201c cosmetics%u201d of the Mall.The second phase of the Mall, scheduled for 1981 ground breaking, will run from Adams to Gallatin, and from Bond to Flatbush, on Fulton. The consulting firm, Seelye, Stevenson, Value, and Knecht, which prepared design documents for the current phase, is now preparing a %u201c vault condition inventory and inspection%u201d in the phase II areas. The study of the vaults, which are extensions of cellars under the sidewalk is particularly crucial because initial vault studies were found by the contractor, A .J. Tegno, to be incomplete.%u2014L HStart Boerum Hill HousingThe vacant Hoyt-Schermerhorn Urban Renewal sites in Boerum Hill may actually be approaching definite development, according to Dan Nelson, Vice-President of Cauldwell Wingate developers. Along with Sylvan Lawrence Realtors, Cauldwell Wingate has had control over one of the plots in the site for several years, and has been planning to build a variety of high-and-middle-income housing projects there without actually setting spade to soil, to date.%u201c We%u2019d like to get into the ground as soon as possible,%u201d Nelson stated last week, hoping that construction on the first phase of the 260-unit project could begin as early as the first quarter of 1980. The first phase will see some 72 units of low-rise housing and, Nelson explained, the second and final segment of construction might, contingent on the selling success of the first installment, begin %u201c shortly thereafter.%u201d%u201c We%u2019re moving ahead in a rather positive fashion,%u201d he summed up, although he did admit that mortgage arrangements couldn%u2019t be firmly finalized until last-minute arrangements and decisions are made. Previously, a consortium of local banks had tentatively committed $8 million worth of financing to the project, which is eventually expected to run up a bill of $12 million.%u2014LZGCity Holds AuctionThe City of New York Department of General Services will hold a Public Auction of real estate on Thursday, November 15, starting at 9:15 A.M., at the Auditorium, One Police Plaza.
