A hearing will be held on the matter at City Hall at 10:30am that day. The proposal to designate the building owned by Packer Collegiate Institute was made in September of this year, but at an Oct. 9 hearing, when other buildings and the neighborhood of Clinton Hill were supported for the designation, doubts about designating St. Ann%u2019s came from several quarters.The Landmarks Committee of the Brooklyn Heights Association voted non-support of the designation, and the Brooklyn Heights Association Board accepted the recommendation, BHA President, James Masters reports. The Chairman of the committee, Joe Rosenberg, says that the committee felt that the architectural and historic merit of the interior of the building was not sufficient to justify the problems the designation might cause. Historic designation would limit the uses Packer could make of the building with the possibility that in the long run it might be sold and eventually not preserved, Rosenberg noted.A legal question has arisen also, since landmark status of an interior usually requires public access to the space, and no such access is available in this case. Rosenberg said that the BHA committee made its decision on other grounds than this legal question, which they did not feel it was in their capacity to solve. The Administration of Packer could not be reached concerning the matter.%u2014L.H.BQE Group Spotchecks WorkBorough President Howard Golden%u2019s Task Force to monitor the hard-won repair of the Brooklyn-Queens Espressway (BQE) met last month and, reports Community Board Six chair Anita De Martini, the meeting went smoothly with %u2018%u2018no complaints of a major nature%u201d brought up. Local residents had pointed out prior to the meeting that many of the Traffic Control Officers assigned to the district for the duration of the construction were being replaced in spots other than the ones they belong in, thus costing a good deal of needless money, but De Martini said that the police had been %u2018%u2018checking them around,%u201d and added that complaints over the spotty traffic control network had since slacked off and stopped.%u2018%u2018We had anticipated more problems and catastrophes Ilian we found,%u201d she asserted. %u2018%u2018Nothing really outlandish or serious has happened: they've kept most of their promises to the community.%u201d She stated that work was progressing well on schedule, and said that if the weather holds out and snow, sleet, or other disturbing conditions, the job could move to winter hours well ahead of itself.%u2014LZGBank Starts Mortgage PlanIn the midst of reports that mortgage money is drying up, Manufacturer%u2019s Hanover Trust Company has announced a new mortgage program with $10 million allocated to it at the start. The program provides low down payment mortgages for as along as 30 years.The service is called the Mortgage Assistance Program, (MAP) and it is available throughout the New York metropolitan area, with applications accepted at any Manufacturer%u2019s Hanover branch. Applicants do not need to be depositiors at the bank, as had been true with Manufacturers conventional mortgage program. Interest is currently 10-1/4 percent, since Manufacturers is a State chartered bank subject to the usury restrictions as are all banks in the state, except for nationally chartered banks such as chase Manhattan, which can charge a higher rate. The mortgages must be insured with private mortgage insurance for 80 percent of the amount financed. The mortgage amount can go to 90 percent of the appraised value or purchase price, whichever is less.Michael O%u2019Neill, a spokesperson for the bank, said that initiating a new program in a time of fiscal stringency is %u2018%u2018consistent with what we%u2019re doing in the rest ot the market.%u201d O%u2019Neill noted that Manufacturers is continuing to give personal and home improvement loans and has not changed its credit policies at a time when other banks have tightened up. Though the MAP program is available throughout the city, it is especially designed to meet financing needs in low and moderate income neighborhoods.%u2014L.H,Selling The Brooklyn BridgeThere is an upcoming auction that boasts something more than fountain pens and faded watercolors...The Brooklyn Bridge.
