While PDC funding for the revitalization projects remains intact throughout the city, discretionary monies available to the borough presidents were cut nearly 50 percent.Faced with a smaller budget, Brooklyn Borough President Howard Golden decided he could not afford to fund the LDCs. In previous years, Golden has had approximately $5 million to spend on worthy programs. This year, Golden had only $2.9 million to spend on projects that included the Brooklyn Economic Development Corporation (BEDC) and the LDCs. BEDC works to bring and maintain businesses in Brooklyn. Rather than cut each project in proportion to the amount of money slashed from his budget, Golden chose to maintain budget levels on most of the programs and not fund the LDCs. With 43 of the City%u2019s 102 LDCs, Golden was the only borought president that did not use his discretionary account to support them.Deborah Gardner, speaking for Golden said that the borough president focused on three areas when he put his discretionary budget together: economic development, education and health. $1.4 million was earmarked for economic development including $1 million for the BEDC and $400,000 for industrial parks; $1.2 million was budgeted for education including a $200,000 %u201chandyman%u201d fund for school principals and superintendents to pay for maintenance and repairwork in their schools; and $300,000 for the Coney Island Health Clinic.DEVASTATED BY CUTSLocal Development Corporation representatives said they were %u201cdevastated%u201d by the cutbacks. Nineteen of the borough%u2019s 43.commercial street revitalization projects had previously received funding from the borough president%u2019s offices. Two of the LDCs, Vanderbilt Avenue and North Flatbush received no funding in either the City%u2019s expense budget or from Golden%u2019s office next year. LDC%u2019s use funds for facade fix-ups, and street amenities, as well as to attract new business to blighted blocks.The Park Slope/Fifth Avenue LDC had requested a combined budget of $147,000. %u201cThebottom line for us is that if we are left with $50,000, our program will be diminished inu i a t a w i c u O m ilu p iC Y c iX ic m W ill C c o S c ,%u201dsaid Keith Getter, the executive director of the revitalization project. %u201c We will continue to do merchant organizing and marketing.%u201d Getter said that the Park Slope/Fifth Avenue LDC has been in business the longest of the Brooklyn LDC%u2019s.Ed O%u2019Brien, the director of the Revitalization of the Southern Area of the Slope (ROSAS) LDC, also said that they would %u201chave to substantially curtail their program.%u201d ROSAS received $35,000 from PDC and had requested $49,500 from the borough president. %u201cWe%u2019ll have to switch some of our priorities to promotional rather than capital assistance,%u201d he said. ROSAS aids merchants on Seventh Ave. below 9th St.Haddie Bowers, the chairperson of the Vanderbilt Avenue LDC, said her organization was not even in the PDC budget and had expected funds from Golden%u2019s office. %u201cWe already had commitments from merchants wanting to participate,%u201d she said.MASS LOSES $40,000The Merchants Association of Smith Street (MASS) will be losing about $40,000 and according to Bette Stoltz, the director of the LDC, her office will once again become a onewoman operation. %u201cThe sad thing is that the borough president cultivated the development of commercial streets and now Brooklyn has more than any other borough,%u201d she said. MASS services buildings on Smith Street from Atlantic Ave. to Union Street.After the cuts were announced, Golden charged that the borough%u2019s city council members had not worked hard enough to insure that money was available for LDCs in the FY %u201987 budget. Both Councilmember Abe Gerges from Brooklyn Heights and Williamsburg and Stephen DiBrienza from Park Slope, Sunset Park and Carroll Gardens disagreed and said that they had worked as hard as possible to assure that all their projects were included in the budget.On Friday, July 11, Golden met in what Gardner described as an %u201camicable%u201d meeting with LDC representatives. He agreed to work with the merchants associations and said he would talk with the Mayor on July 17 about some supplemental budget amendments for the Brooklyn LDCs.
