But at a meeting July 9, Board members appeared to be stepping into unfamiliar territory as they unanimously elected officers for the 1986-87 school year.In a surprise motion, former board president Philip Kaplan asked that a slate of officers he had rigorously opposed in the recent May election be approved %u201cwith no objections.%u201d Kaplan had presided over the board until a bitter election in August 1985 ended his 15-year rule. At that time, a new president, Philip Scala and four other supporters took control of the nine-member board.Scala%u2019s majority was strengthened after the recent campaign for new three-year terms on the board giving him a 2-1 margin over Kaplan%u2019s supporters. All the 1985-86 officers were re-elected including: Scala, Beatrice DeSapio, vice-president; Felix Vazquez, treasurer; and Norman Fruchter, secretary.%u201cThis board has to work together,%u201d said Kaplan on July 9. %u201cThis is a new board that started July 1 and we will have some problems. We will disagree, but we won%u2019t disagree so that your children will be hurt.%u201d Kaplan accused the media and other community members of focusing too much on the Board%u2019s disagreements and not its accomplishments. Scala agreed with Kaplan%u2019s assessment and said, %u201cI hope our mistakes are small and our accomplishments will be many.%u201dDespite the display of unity, none of Kaplan%u2019s supporters (hi the board were elected officers for the caning school year.Following the election, the board tended to some more immediate business. District Superintendent Gerald Glassman reported that Community School Board 15 should expect a reduction in Federal money allocated to District 15 that supplements basic reading, math and English-as-a-Second-Ilanguage programs.Norman Nachbar, the district%u2019s financial officer explained that in the 1985-86 school year, District 15 lost three schoools that were eligible for the aid, known as Chapter One assistance. The district did gain one eligible school, P.S. 130 in Kensington.The Federal program began as a way to supplement low-income districts that could not afford to provide necessary educationservices. There is a cut-off level in the city and any district with a number above the level is eligible.According to Nachbar, salaries in the district are increasing and the number of eligible students is declining. While the State of New York government has increased its contribution to the district for an equivalent program by $11,000, Nachbar said %u201cthe district is still losing money.%u201dNachbar added that this cut was not part ofThis is a new board that startedJuly 1 and we will have someproblems. W e will disagree, butwe won%u2019t disagree so that is willhurt your children.the Gramm-Rudman deficit-reducing legislation. %u201cWe haven%u2019t felt the effects of that yet,%u201d he said.The board also unanimously passed several resolutions approving a public meeting calendar for the 1986-87 school year, a $357,000 dropout prevention program renewal, the use of the Court House at 4201 Fourth Avenue for early childhood education programs and a 25-pupil limit on the class size of the kindergarten through second grade classes.The next Community School Board meeting is scheduled for July 30 at the district office at 360 Smith Street.
