Gets Arson GrantFactory Mutual Engineering's Committee Against Incediarism has awarded Flatbush Development Corporation (FDC), a $500 grant in its effort to combat arson in the Flatbush area. The funds will be used to purchase a new computer printer to be used for FDC%u2019s computerized arson early warning system.James F. Pfaff, the district arson coordinator for Factory Mutual System which is a consortium of three insurance companies, presented the check to Mr. David Rose, executive director of Flatbush Development on July 30.The Arson Prevention Project at FDC is now in its sixth year, having developed what is considered one of the nation%u2019s most sophisticated systems for tracking arson in a community. Maintaining a data base for the 2,000 properties in the North Flatbush Neighborhood Strategy Area, the computer can generate up-to-date reports on each of these properties which details its fire history, building code violations, tax arrearages, ownership history, and vacancy rate. A periodic risk analysis is also run on the computer which calculates each building%u2019s risk to arson based on a recentformula developed by the Institute for Social Analysis in Washington, D.C.FDC%u2019s Arson Prevention Project has included three major strategies: 1) housing remedies, including tenant organizing, legal action, and building rehabilitations; 2) sharing of information from the arson early warning system with insurance companies; and 3) cooperation with law-enforcement agencies, including fire marshal inspections of high-risk properties and providing information on patterns of incendiarism to arson investigators. The results have been dramatic: suspicious fires have dropped from 69 in 1982 to 24 in 1985, a 65% decrease in three years; and the number of all-hands and greater alarm fires have decreased from 23 in 1982 to only six in 1985.The Factory Mutual System%u2019s three member companies: Allendale Mutual, Arkwright-Boston Mutual, and Protection Mutual Insurance Company have provided grants across the country to public agencies as well as private groups in an effort to assist programs designed to combat arson.Reformed Church Awarded Fix-Up FundsThe Reformed Church of South Bushwick in Northern Brooklyn has received a grant of $7,500 from the newly-established Sacred Sites and Properties Fund to repair and paint the exterior of its 134-year-old landmark frame building at 855-867 Bushwick Avenue at Himrod Street.Situated on a park-like site, the Reformed Church was designed in the Greek Revival style of architecture and crowned with a soaring central tower and steeple characteristic of the great Georgian churches of architects Wren and Gibbs in London. Last fall, winds from Hurricane Gloria struck with such force that the wooden steeple was tilted precariously. The grant will be used to make repairs to the steeple and bell tower as well as paint the sanctuary building and attached church house, which have not been attended to in over 15 years.Rev. Kenneth Cumberbatch, Pastor of the Reformed Church, accepted the check of $7,500 from the New York Landmarks Conservancy which initiated the Sacred Sites and Properties Fund with major support from The J. M. Kaplan Fund in the amount of $100,000.Among the first grant recipients of the new Sacred Sites and Properties Fund, in addition to the Reformed Church of South Bushwick, are two other congregations in Brooklyn %u2014 the Russian Orthodox Cathedral of the Transfiguration of Our Lord in Greenpoint and St. Philip%u2019s Episcopal Church in Bedford Stuyvesant,St. Martin%u2019s Episcopal Church in Harlem and the College of Mt. St. Vincent in the Bronx.The Conservancy is a private, non-profit organization dedicated to the protection, preservation and continuing use of architecturally, historically and culturally significant buildings in N.Y.
