Halperin.%u201cWith the recent surge of home sales and mortgage refinancing, many consumers are applying for mortgages in a vacillating market,%u201d Halperin, the ranking Democrat on the Senate Finance Committee, explained. %u201cMortgage rates have fluctuated frequently over the last year and many times, the consumer is shocked to learn that the rate at the time of application is different than the actual interest rate they wind up paying at the time of closing.%u201cMy bill would require the applicant to be notified at the time of application what circumstances govern the interest rate they can obtain, thereby eliminating last minute surprises,%u201d the eight term senator said.According to complaints received by Halperin%u2019s office, fluctuations in home loan interest rates frequently result in confusion for bank loan officers as well as consumers. Moreover, different institutions often have different policies in this area and these policies are not generally known among the public. This bill would remedy this situation by requiring the application form itself to contain a provision notifying the applicant of the institution%u2019s policy which determines the rate of interest for his or her individual loan. As a result of such clarification, consumers would be able to make more informed decisions and fewer questions should arise as to which interest rate is applicable on the day of closing.Starrett City Is SafeA year-long study by two Penn State professors which evaluates the effect of a private security force on Starrett City concludes that it makes %u201cStarrett City one of the safest communities in the United States,%u201d and also saves New York City a minimum of three-quarters of a million dollars by providing for its own security. Edwin J. Donovan, M.A. and William F. Walsh, Ph.D., assistant professors in the Administration of Justice program at Pennsylvania State University, conclude that the privatization of security is part of a growing trend in this country wherein traditional government services are being performed by private interests.%u201cAn unrecognized partnership exists,%u201d say Donovan and Walsh. %u201cGovernment should recognize it and should tap private industry as a beneficial resource.%u201dStarrett City, a Federally-assisted middleincome housing complex in Brooklyn, houses approximately 20,000 people in 46 high rise buildings with 5,881 apartment units. In addition to the residential buildings, the complex contains a community center and a pool club, an on-site shopping center, eight garages, a power plant, a medical facility and several schools.Starrett City is located in the precinct with the third highest crime rate in New York City, yet this study states that %u201cstatistically, Starrett City must be considered one of the safest communities in the United States.%u201d Recently published crime statistics documented 83.5 reported incidents of felony per 1,000 residents of New York City, but an analysis of felonies reported to Starrett City security by its residents show a rate of 7.25 felony incidents per 1,000 residents.The average age of the Starrett City officer is 39 years old, the majority of the group is between 21 and 40 years of age. Unlike the Rand Study findings, at Starrett Security a ninth grade education is not the norm; 83.8% of Starrett Security officers have achieved a high school education and beyond.Other significant findings included: Of the Starrett City officers sampled, 98% of a sample of Starrett Security officers claim they receive a feeling of accomplishment from this work in contrast to 64% of New York City police officers. Also, the study showed that the most frequently performed activities of the Starrett City security officer relate to the prevention of crime, enforcing the law after a crime is committed.One of the major hypotheses of this study was that the Starrett City security department saves the City of New York a substantial amount of money in protective service use time. The professors found: %u201cOur conservative estimate is that the increase in service demand upon the New York City Police Department, if they were required to provide full service to Starrett City would mean the addition of at least two officers per shift. It is more likely that the total work load increase would require assignment of four additional officers to the two presently assigned. This would mean a per annum cost of $1,167,883.20. At these figures one realizes that a person-for-person replacement would be impossible.%u201cIt is our estimate that the Starrett City Security Department is saving the City of New York a minimum of three-quarters of a million dollars. This estimate is derived from subtracting the present cost of $389,820 form the total estimated manpower cost of $1,167,833.20. It is unlikely that the city can afford to provide the same level of protection and crime prevention services that are now available to a Starrett City resident.%u201dHousing Set For ConeyThe New York City Board of Estimate has approved a resolution clearing the way for the construction of 112 single family housing units in Coney Island on Mermaid Avenue between West 33rd and West 57th Streets. The new housing in Community Board %13 will be developed by National Realty Systems, Inc. and two non-profit housing groups, the Settlement Housing Fund and the Astella Development Corp. under the auspices of the New York City Housing Partnership Corporation New Homes Program.%u201cThis is the next step in New York City%u2019s long-term commitment to restoring a strong home-owning population in Coney Island,%u201d Brooklyn Borough President Howard Golden says. %u201cIn conjunction with commercial revitalization projects, we are witnessing the resurgence of this once vibrant community.%u201dThe new construction will be aided by a Federal Urban Development Action Grant (UDAG) and State Affordable Housing Corp. assistance of $15,000 per unit and City assistance of $10,000 per unit to supplement private financing through the Citicorp Community Development Division of Citibank.
