We have tohave our lines open and hopefully be responsive to the community and its problems,%u201d headds.Capt. Schneider also says he places greatvalue on expanding the precinct%u2019ssurveillance capability by including community residents in small-scale police work.The precinct operates an Auxiliary Policeprogram that currently is staffed by 45volunteer officers, people who have beenrecruited to participate. %u201cWe assign themwherever they are needed in the precinct,%u201dSchneider says. Auxiliary Police areuniformed and travel in a white car providedby the precinct. %u201cThey are our eyes andears,%u201d Schneider says. The auxiliary policeofficers, however, do not apprehendcriminals but radio back to the precinct whenthey detect trouble.VALUE OF PARTICIPATIONSimilarly, the precinct maintains a relationship with the Civilian Community Patrolin Brooklyn Heights, where citizens patrolthe neighborhood on their own. People, hesays, are beginning to realize the value oftheir participation in community safety, andhe praises the effort.Other changes area also helping Schneidermanage his precinct and modernize its services. In the beginning of July, the precinctadded another crime fighter to its staff, thistime in the form of a computer, whichSchneider hopes will help suppress the stolencar problem. He points out, however, that theproblemis a small one among those he faces;of the 75 precincts in New York City, the 84thranks 86th in stolen cars. The precinct nowhas a computerized vehicle that is hooked upto the Department of Motor Vehicles for aquick tracing of a license plate number.%u201cIn the past we would have to do it over theair and call Central and then Central wouldpunch it into their computer and sometimesthey were backlogged or the computer wasworking slow,%u201d he explains. %u201cIt has to be avaluable tool, especially when we%u2019re dealingwith a mobile population, because you get analmost instantaneous response whether it%u2019s ahit or not.%u201dMusing on the challenges presented to himas captain of the 84th Precinct, Schneidersays he thinks it lies in areas other than thoseinvolved in simply running the precinctareas he thinks will continue to pose problems. %u201cA lot of our police problems are spinoffs of social problems that we have no control over such as housing, jobs and child care.Unfortunately, we get the end result of poverty, drugs, and even lack of education,%u201d hesays, %u201cand where we have a concentration ofthese things, we constantly confront problems that are beyond our control to dealwith as police officers.%u201dROSAS Makes MapA neighborhood map for the Seventh Ave.Subway station is being designed by theRevitalization of the Southern Area of theSlope (ROSAS) Local Development Corporation that will identify community sites of interest to the general public.The poster, along with the formation of anew residential awards committee and thedistribution of a new book of guidelines forstorefront facade renovations was discussedduring the monthly ROSAS meeting, Sept. 16at the 14th Street Armory.%u201cThe map will be an adjunct to the MTAneighborhood maps,%u201d says Ed O%u2019Brien,ROSAS Executive Director, referring tocommunity directories found at MetropolitanTransit Authority bus and subway stations.%u201cMTA has agreed to donate the ad space forthe ROSAS poster and we will utilize our ownfunds tQ %u201d O'Hrion coiro fk%u00ab T rw\* W**~' ' * v %u2019w * 0 * * v %u00bbV 4%u00ab M I V U & y v AObudgeting $3,000 for the poster.ROSAS holds monthly meetings and thenext is scheduled for Oct. 14 at 8pm. Once approved, signatureswill be collected before it is delivered to theGovernor.Another site for the shelter looks less possible than many of the committee membershad expected. According to member JudyKaiserman, HRA had said they wouldrelocate the shelter within the CB6 boundaries if another site was available that couldhouse 70 people and would not cost any moremoney. The amount of money HRA is talkingabout, says Kaiserman, is approximately$10,000 to $12,000 per resident. The committeereceived a letter from Stella Schindler,HRA%u2019s external affairs officer, that said 20 ofits 24 suggested relocation sites were unacceptable due to cost and size factors.With an additional requirement that thefacility also be able to operate an employment training program, a relocation could beeven more difficult, making the armoryshelter a permanent fixture in Park Slope.The next committee meeting is scheduledfor October 15. Call CB6 at 643-3027 for moredetails about the location and agenda.D i s c u s s H o m e l e s s I s s u eA forum to discuss the homeless issue inPark Slope is being organized by theRevitalization of the Southern Slope(ROSAS) Local Development Corporationfor its regular monthly October 14 meeting.Judy Kaiserman, a Slope resident andROSAS member, is trying to organize alarge-scale community discussion of theissue, trying to keep the talks away from ageneral criticism of the City%u2019s HumanResources Administration.%u201cWe want to have representatives from theDepartment of Housing Preservation andDevelopment and from the mayor%u2019s office fora discussion of the issue on a broader scale,%u201dshe says.The issue is particularly important toresidents in the southern area of Park Slopedue to the location of the controversialshelter for homeless women at the 14th St.- Armory. Much of the criticism about theshelter comes from the lack of HRAassurances that the number of homeless people living at the shelter will not be increased.The forum had been scheduled for the Sept.16 ROSAS meeting, but Kaiserman said shehad been unsuccessful so far in gettingrepresentatives from the offices she_has approached. %u2019T%u2019m going to give it anothershot,%u201d says Kaiserman.
