Armory Shelter Stabilized With New Population Of Homeless WomenBY ROB TAYLORUncertainty aoout the future of thehomeless women now living at the 14th StreetArmory in Park Slope appears to bediminishing with the announcement at theCommunity Board Six (CB6) shelter advisory committee meeting Sept. 17 that ahome attendant training program would soonbegin.Although the committee members say theyare still leary of the City%u2019s future plans for theshelter and would still like to see the facilityrelocated or an agreement limiting thenumber of homeless women residents to thecurrent 70, the news that the new director,Deloise Wilkerson, was given permission tobegin the training program, was enthusiastically received at the meeting.%u201cWe have a good director at the shelternow and her proposal is the kind of thing thatreassures the committee,%u201d said CB6chairperson, Louise Finney, after themeeting. %u201cThe issue of the 70 person cap, however, remains and is still a worry.%u201dWilkerson says that she hopes to eventuallyonly snelter women at tne armory who wiii beenrolled in the home attendant training project, an employment program that preparesthe women to assist people with their dailychores. She is not sure when the project willbegin, but according to Finney, this type ofspecialized training program is a trend theCity%u2019s Human Resources Administrationwould like to implement at other shelters.Prior to this announcement and after expressing their weariness at the amount oftime they are now spending on the shelterissue, the advisory committee agreed to cutback the twice-monthly meetings to one. Initially, the committee members becamealarmed when HRA sent homeless menrather than women to the shelter as theearlier agency announcements said thatthere would be only female residents livingthere. Rumours also surfaced that the Cityplanned to expand the shelter, a proposal thecommittee opposes.Last month, HRA quietly replaced the menwith women and appointed a new director,m e move seems to he something of a community relations coup, as the previous director did not cooperate with the committeee.Wilkerson appears to be well-liked by allmembers. The advisory committee%u2019s meeting location also seems to be in jeopardy as the Statehas told it that its insurance policy at the armory no longer covers its regular meetings.CB6 does not seem to have the funds to payfor the insurance either, though the board%u2019smanager, Bob Acito, is trying to find them anew location. The advisory committee says itwould like to continue meeting at the shelterand hopes that with the lobbying assistanceof Park Slope Assemblymember Jim Brennan the State might agree to cover the insurance costs of their meetings. Themembers also said that if the premium waslow, they might pay for the insurancethemselves. The committee is also still waiting for Finney to appoint a chairperson of the advisorygroup, from CB6 members. Under the CB6Dyiaws, tne cnair must be a member of thecommunity board. CB6 member SelmaAbramowitz, was the first committee chair, but resigned in July because of her othercommitments. Finney says she is still tryingto find a chair and hopes the appointment willbe made by the next meeting. She added thather choice is a person who lives in Park Slopeand would not have to commute to theneighborhood for the meetings.%u201cThere has never been any question aboutwhether the committee should spin-off on itsown,%u201d says Finney. %u201cIt is very clear that itneeds to be a sub-committee of the board andI have felt very strongly that CB6 should beinvolved in the issue.%u201d Finney says the advisory group will be a subcommittee of theHuman Services Committee.Despite these organizational problems andthe cutback in meeting schedule, the limitson the number of residents and the relocationof the shelter are still waiting to be resolved.Continued on Page 6Design your own storage systemStep 1.
