2 CONTRACT
COMMERCIAL PROPOSALS
◆ Implementation of a robust Operational Risk Assessment (ORA) process prior to submitting proposal is critical.
◆ A pre-ORA should also be conducted during the pursuit phase (more than just a go-no go analysis).
◆ The objective of the ORA is to provide a detailed analysis of the project risks and implementation
plans to all appropriate Haskell stakeholders (i.e. financial, legal, risk management, operations,
design, safety, quality, preconstruction, marketing, business development).
◆ Pursuit costs will be significant. Do not surprise division leaders with budget overruns. Make sure
someone on the team is accountable for this tracking and internal communication.
PROPOSAL TEAM & CONTENT
◆ Mega Projects should include a dedicated proposal development team including a
Director of Business Development and Preconstruction Manager.
◆ A robust preconstruction kickoff meeting should be held including all possible stakeholders.
◆ Detailed proposal response should include project team, marketing, precon, and Haskell leadership engagement.
◆ Plan for Haskell team interviews, visits to Haskell offices, reference projects and client locations.
◆ Significant investment in preliminary design and execution strategy development will be needed prior to award.
◆ Rather than PROMISING a client we can execute a Mega Project, we must SHOW
them our process, previous experience and successful results.
